The Elevate Vernon Grant is a locally administered funding initiative offered by Vernon County to support the growth and sustainability of small businesses within the county. In addition to direct funding, the program offers an optional pathway for recipients to engage in technical assistance and business development activities, reinforcing long-term sustainability. However, there are clear restrictions on the use of funds. Ineligible expenses include personnel costs, debt repayment, previously incurred expenses, personal expenses, routine operational costs, and speculative real estate investments. Additionally, funded projects must not negatively impact the Ho-Chunk Nation’s governmental jurisdiction or financial interests. Eligibility for the grant is limited to active businesses in good standing that are located within Vernon County and have 10 or fewer full-time equivalent employees. Passive businesses, defined as those with minimal day-to-day owner involvement, are not eligible. Examples of ineligible passive businesses include rental properties, vending operations, and digital product sales without active management. Businesses that received funding in the prior 2025 cycle are also excluded from applying in 2026. Applicants may apply for multiple grants only if they operate distinct businesses, though this may influence scoring considerations. The application process offers two submission pathways: an online application or a downloadable application packet submitted via email. Regardless of the method, all applicants must submit a completed application form, a detailed budget sheet, and a business plan or equivalent overview document. Supporting materials such as quotes, estimates, or project plans are encouraged. Applications must be submitted by July 10, 2026 at 4:00 pm. After submission, applications are reviewed by a panel and approved by the Vernon County Economic Development Committee based on criteria such as project readiness, demonstrated need, economic impact, and alignment with strategic goals. A matching requirement is mandatory for all applicants. This can be fulfilled either through a minimum 20 percent cash match or by completing up to 20 hours of approved technical assistance activities. These activities may include training, mentorship, or consulting through recognized organizations such as the Small Business Development Center or SCORE. This dual-option structure is intended to balance financial investment with skill development, enhancing both immediate project outcomes and long-term business capacity. Award notifications are expected by mid-September 2026, and funded projects must be completed by September 30, 2027. Grant recipients are required to submit a progress report by March 15, 2027 and a final impact report within 60 days of project completion. These reports must include documentation such as receipts, proof of payment, and evidence of project outcomes, including impacts on revenue, employment, and business operations.
