Rural Innovation Grant Program
This program provides funding to Iowa's small city and county governments, tribal governments, and nonprofit organizations to develop innovative housing solutions that increase availability in rural communities.
The Rural Innovation Grant Program, also referred to as the Housing 2.0 Grant, is administered by the Center for Rural Revitalization within the Iowa Economic Development Authority (IEDA) as part of the Empower Rural Iowa initiative. This program is grounded in Iowa Administrative Code and reflects a statewide strategy to address persistent housing shortages in rural communities. It is designed to stimulate innovative, locally driven solutions that can increase housing stock while leveraging both public and private investment. The initiative prioritizes communities that have already demonstrated progress in housing-related efforts and are positioned to implement forward-thinking, outcome-oriented projects. The primary purpose of the program is to expand housing availability in rural Iowa communities by supporting creative and scalable approaches. Projects are expected to demonstrate innovation either through entirely new ideas or novel applications of existing strategies. The program emphasizes measurable outcomes, replication potential across similar rural communities, and strong local engagement. Competitive applications must show clear alignment with identified housing needs, supported by data such as housing assessments or the Iowa Profile, and demonstrate readiness for implementation within the defined funding period. Funding under this program is capped at $50,000 per applicant and is intended for one-time project expenses. Eligible uses include construction, land acquisition, major renovations, site development, and professional services such as engineering, planning, architectural design, and consulting. Personnel time directly tied to the project is also allowable, though employee benefits are excluded. Funds are distributed on a reimbursement basis, requiring recipients to incur and pay for eligible expenses before submitting claims. Each reimbursement request must meet a minimum threshold and include detailed documentation such as invoices, proof of payment, and status reports. A mandatory cash match requirement applies to all applicants. Specifically, applicants must provide at least a 1:1/2 match, meaning that a $50,000 grant request requires a minimum of $25,000 in matching funds. The match must be secured, dedicated to eligible project costs, and fully expended within the funding period. Acceptable match sources include a combination of public and private funds, but exclude in-kind contributions, unsecured or pending funds, loans, and certain state funds already committed elsewhere. Stronger applications typically exceed the minimum match and demonstrate broad financial support. Eligibility is limited to city and county governments, federally recognized tribal governments located in Iowa, and federally designated nonprofit agencies and foundations. Projects must benefit communities with populations of 20,000 or fewer that are not contiguous to cities with populations exceeding 40,000, or be located within one of Iowa’s 88 least populous counties. Each eligible entity may submit only one application per funding round, although it may participate as a partner on additional applications. Applicants are required to include a letter of support from the relevant local government and must comply with all submission requirements to be considered. Applications must be submitted through the IowaGrants.gov portal. The application period opens on July 1, 2026, and closes at 4:00 PM CDT on August 26, 2026. Late, incomplete, or improperly submitted applications will not be reviewed. The review process includes an initial eligibility and completeness screening, followed by a competitive evaluation conducted by a committee of IEDA staff, task force members, and subject matter experts. Evaluation criteria include innovation, implementation readiness, sustainability, replication potential, budget clarity, and alignment with community needs, with a structured scoring rubric totaling 120 points. Awards are expected to be announced in Fall 2026, with project activities required to occur within the contracted funding period ending June 30, 2028. All funding decisions are final and approved by the director of IEDA. The program does not explicitly state recurrence, but its integration within ongoing rural development initiatives suggests potential for future rounds. Applicants are encouraged to review all guidelines carefully and contact program leadership for clarification well in advance of submission deadlines.
