Grant Description

The Grapevine Township Revitalization Project Grant Program is a local historic preservation funding program connected to the City of Grapevine and the Grapevine Township Revitalization Program. The program was created to help preserve the cultural heritage of Grapevine by supporting preservation, restoration, rehabilitation, and reconstruction of historic homes. The program focuses on the original Township of the City of Grapevine and on homes that are within existing historic districts or are determined eligible for Historic Landmark designation by the Grapevine Historic Preservation Commission. Grant funds are limited to exterior preservation, restoration, rehabilitation, and reconstruction of historic homes. Eligible homes must be located within the boundaries of the original township or designated as a Historic Landmark Subdistrict on the city's official zoning maps. All proposed work must comply with the Secretary of the Interior's Standards for the Rehabilitation of Historic Properties. Grant funding is not available for purchasing or renting tools, machinery, or equipment, and it may not be used to compensate the owner's time spent on work. The program provides matching grants for residential properties. Owner-occupied residential uses may receive up to $10,000 with a $5,000 match, described as a 2 to 1 match. Rental residential uses may receive up to $5,000 with a $5,000 match, described as a 1 to 1 match. Priority is given to owner-occupied grant applicants. Applicants who do not have the funding needed for the match may request a waiver, but any waiver must be approved by the Board of Directors. Applicants must complete a GTRP Grant Application and meet with GTRP staff to discuss the proposed work. Recommendations for grants are presented to the Grapevine Township Revitalization Advisory Board for approval. Applications must include required signatures and budget information where required, a Historic Landmark Subdistrict Application, proof of ownership such as a deed, proof of insurance, plans and specifications when available or needed, and historic documentation such as photographs, drawings, or sketches when available. All grant applications must be submitted by U.S. mail only, certified with return receipt. Each application is evaluated on its merits as a viable project and on how it relates to the Township's goals. Applicants must describe the project and provide drawings, specifications, photographs, budgets, and a schedule. After award, any increase or decrease in construction expenses, including cost increases, change orders, and overruns, is determined and assumed by the owner. The owner must sign a Preservation Agreement, agree to Historic Landmark Subdistrict designation through H overlay zoning, and comply with City of Grapevine zoning and permitting requirements. Grant funds must be used within 6 months from the date of the Preservation Agreement or the grant becomes void. Funding is handled on a reimbursement basis, with funds disbursed only after receipts for completed work are submitted and approved by the Township Coordinator. Payment may be withheld if the work does not meet the Secretary of the Interior's Standards. Recipients may be required to repay funds if certain conditions occur within one year after completion, including sale of the property, removal of Historic Landmark designation, change from residential use, failure to maintain the building to code, or exterior work that materially detracts from historic character without a Certificate of Appropriateness. The grant program begins on October 1 and ends on September 30 each year. Applicants may reapply in a subsequent year if funds were unavailable during the current grant year.
