BJA FY 2026 Harold Rogers Prescription Drug Monitoring Program

The BJA Harold Rogers Prescription Drug Monitoring Program is administered by the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance. The Office of Justice Programs provides federal leadership, funding, and other resources supporting law enforcement, efforts to combat violent crime, protection of children, services for crime victims, and responses to public safety challenges including the opioid crisis. This funding opportunity is intended to enhance the capacity of regulatory and law enforcement agencies and public health officials to collect and analyze controlled substance prescription data and other scheduled chemical product information through centralized databases administered by authorized agencies. Prescription Drug Monitoring Programs help governments detect and prevent diversion and abuse of opioids and other pharmaceutically controlled substances. The program's goal is to strengthen the ability of states and territories to maintain and enhance existing Prescription Drug Monitoring Programs while accommodating local decision making based on applicable laws and preferences and replicating promising practices. Supported activities include improving information sharing on prescribing, dispensing, and use of prescription drugs within and between states, including through the RxCheck Hub; facilitating use of Prescription Drug Monitoring Program data for law enforcement, substance use disorder treatment and prevention resource allocation, and clinical decision making; and improving the linkage, analysis, reporting, use, and sharing of program derived data. The program also supports integration with health information exchanges, electronic health records, and pharmacy dispensing systems, including work involving tribal entities and rural areas where integration rates may be lower. Approximately $30,582,309 is expected to be available, with 15 anticipated grant awards of up to $2,000,000 each. The expected award period is 24 months beginning October 1, 2026. This funding opportunity does not require cost sharing or matching. Recipients are expected to ensure that their Prescription Drug Monitoring Program systems have the capacity to exchange data with other systems through the RxCheck Hub. Applicants not already actively connected to the RxCheck Hub may include applicable connection costs in their budget requests. Costs must be reasonable, allocable, necessary to implement the project, and allowable under the funding statute and agency requirements. Activities violating applicable federal immigration, civil rights, or nondiscrimination law are outside the program scope, and specified legal services for removable aliens or aliens otherwise unlawfully present in the United States are unallowable except for the identified exceptions. Eligible applicants are state governments, federally recognized Native American Tribal governments, and Native American Tribal governments other than federally recognized governments. For this opportunity, state includes every state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. An applicant may submit only one application. If multiple applications are submitted, only the most recent system validated version will be reviewed. When a project involves two or more entities, only one entity may apply and the other project partners must be proposed as subrecipients rather than co-applicants. An entity may be proposed as a subrecipient in more than one application. Submission is a two step process. The required SF-424 must be completed and submitted through Grants.gov by September 23, 2026, at 11:59 p.m. Eastern Time. The full application must then be submitted through JustGrants by September 30, 2026, at 8:59 p.m. Eastern Time. Required application components include the SF-424, Standard Applicant Information, Proposal Narrative, and Budget. Other application content includes a proposal abstract, financial management and internal controls information, the Agency Funding Priorities Inventory, applicable budget and financial attachments, a Memorandum of Understanding or letter of intent for project partners, applicable Tribal Authorizing Resolution, timeline, disclosures, and assurances. The proposal narrative may not exceed 10 pages and must address Description of the Need, Project Goals and Objectives, Project Design and Implementation, and Capabilities and Competencies. Peer review scoring assigns 5 percent to Description of the Need, 15 percent to Project Goals and Objectives, 35 percent to Project Design and Implementation, 30 percent to Capabilities and Competencies, and 15 percent to the Budget. Priority consideration may be given to qualifying projects advancing stated agency priorities and to specified state or local law enforcement efforts coordinated with federal law enforcement through qualifying participation or commitment involving a 287(g) partnership or Homeland Security Task Force. Priority consideration does not guarantee funding. Recipients must submit regular performance reports communicating progress toward the program goals and objectives, and success will be assessed through performance information and the extent to which implementation demonstrates progress toward those goals and objectives. The funding opportunity was released August 13, 2026. Applicants are advised to begin SAM.gov registration or renewal by August 24, 2026, and no later than September 9, 2026.
