Residential Safe Room Program

The Indiana Department of Homeland Security Residential Safe Room Program is a state-administered rebate initiative designed to support homeowners in enhancing personal safety during extreme weather events, particularly tornadoes. Established in 2015 under the Hazard Mitigation Assistance Program, the initiative operates in coordination with federal funding through the Federal Emergency Management Agency Building Resilient Infrastructure and Communities program. As such, all program requirements and procedures must align with federal grant regulations, and participation is contingent upon the availability of funding in each cycle. The primary purpose of the program is to encourage the installation of residential safe rooms that meet or exceed federal construction and safety standards. The program focuses exclusively on prefabricated shelters that can be installed either above ground or below ground within or near a residence, including garages or within 100 feet of the home. Homeowners are required to pay the full cost of the safe room installation and then apply for reimbursement of up to seventy five percent of eligible expenses, with a maximum reimbursement cap of five thousand dollars. Costs eligible for reimbursement include construction or installation expenses that adhere strictly to FEMA guidelines. Eligibility is limited to individual homeowners residing in single family primary residences located in Indiana. Applicants must own both the home and the land on which it is located, and only one application per physical address is permitted. Multi family residences, rental properties, and community safe rooms are not eligible. Additional restrictions prohibit applicants from beginning construction prior to receiving official approval and a Notice to Proceed from the administering agency. Applicants are also required to use qualified contractors and cannot build or install the safe room themselves. The application process historically involved registration during an open application period followed by a random selection process if demand exceeded available funding. Selected applicants were required to attend a mandatory informational meeting, finalize safe room specifications within thirty days, and obtain all necessary permits prior to installation. Upon completion, participants were required to submit documentation including proof of payment, inspection approvals, installation certification, geolocation data, and photographic evidence to verify compliance. At present, the program is not accepting applications, and future funding cycles are dependent on federal allocations.
