The New York State Snowmobile Trail Grant-In-Aid Program is administered by the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) to support the development, maintenance, and operation of a statewide snowmobile trail system. The program is authorized under Article 27 of New York Parks, Recreation and Historic Preservation Law and is designed to allocate funding to local governmental sponsors responsible for maintaining trails within their jurisdictions. The program operates on an annual cycle aligned with the state fiscal year, running from April 1 through March 31. The primary purpose of the program is to ensure a safe, interconnected, and well-maintained snowmobile trail network that promotes tourism, recreation, and environmental stewardship. Funding supports activities such as trail maintenance, grooming, signage, infrastructure improvements, and administrative oversight. The application process is divided into three phases. Phase I, due June 1, involves trail approvals for new trails, reroutes, or updates. Phase II, due September 1, is the primary funding application and requires submission of detailed documentation including budgets, landowner permissions, and a three-year capital plan. Phase III, due May 31, is the closeout phase requiring expense reporting, certification for payment, and compliance verification. Each phase has strict deadlines and incomplete submissions are not accepted. Eligible activities include volunteer labor, equipment usage, grooming operations, material purchases, signage, insurance, permits, and administrative costs. Volunteer labor is reimbursed at standardized hourly rates, and equipment usage is reimbursed based on predefined rate charts. Administrative costs for Local Sponsors may be reimbursed up to ten percent of the total award. However, certain costs such as taxes, donated materials, and non-trail-related expenses are not eligible. Eligibility is limited to Local Sponsors within New York State, and only trails officially designated as part of the statewide snowmobile system are eligible for funding. Projects must comply with environmental review requirements under the State Environmental Quality Review Act (SEQRA) and must have appropriate landowner permissions. Trails that impose local user fees are generally ineligible unless specific statutory conditions are met.
