The NJ FamilyCare Housing Supports Program Provider Capacity Expansion Grants Program is administered by the New Jersey Department of Community Affairs in partnership with the Division of Medical Assistance and Health Services. This initiative is part of a broader statewide effort to improve housing stability among NJ FamilyCare members by strengthening the network of providers that deliver housing-related services. The program is designed to expand access to pre-tenancy and tenancy sustaining services by investing in organizational capacity, workforce, and infrastructure among nonprofit service providers. The primary purpose of the grant is to support organizations that are either entering or expanding their participation in the NJ FamilyCare Housing Supports program. The program operates under two distinct tracks. The start-up track targets organizations that are not yet credentialed or contracted with a managed care organization and need support to build foundational capacity, such as Medicaid enrollment, IT systems, and staffing. The expansion track is intended for organizations already participating in the program that seek to scale their services, increase client reach, and enhance service quality. Both tracks aim to improve outcomes for individuals experiencing or at risk of homelessness by strengthening provider readiness and service delivery capacity. Funding can be used across several allowable cost categories including technology acquisition, development of operational practices, workforce development, and outreach or stakeholder engagement. Eligible expenses include IT systems for billing and documentation, staff recruitment and training, policy development for Medicaid compliance, and community engagement activities. However, funds cannot be used for direct client financial assistance or to pay for services that are reimbursable through Medicaid. Administrative costs are limited to a portion of the total award, and certain expenditures may require additional approval. Eligibility is limited to nonprofit organizations that are approved or eligible for approval by NJ FamilyCare to provide housing support services. Applicants must demonstrate relevant experience in housing or homelessness services, maintain sufficient staffing capacity, and meet specific programmatic and compliance requirements such as participation in the Homeless Management Information System. Local government entities are explicitly ineligible. Applicants must also provide extensive documentation, including organizational experience, staffing plans, financial audits, and proof of partnerships and service capacity. The application process requires submission through the DCA SAGE system and includes a detailed narrative, supporting documentation, and required certifications. Applicants must outline their organizational capacity, proposed use of funds, growth strategy, and plans for improving service delivery. Additional required components include a project budget, workplan, and documentation of alignment with Housing First principles and inclusion of individuals with lived experience in program design and feedback processes. Applications are evaluated based on organizational capacity, clarity of proposed approach, alignment with program goals, and readiness to expand or initiate services. The deadline for submission is July 31, 2026, with anticipated award notifications around September 21, 2026. The grant period is expected to run from October 1, 2026 through September 30, 2027. A mandatory technical assistance session is required prior to submission. The program includes milestone-based funding disbursement and ongoing reporting requirements, including monthly and quarterly updates. This initiative reflects a strategic investment in housing stability and healthcare integration, with the goal of improving long-term outcomes for vulnerable populations across New Jersey.
