Sustainable Neighborhoods Grant Program

The Sustainable Neighborhoods Grant Program is administered by the City of Bloomington Department of Economic and Sustainable Development. This local funding initiative is designed to support small-scale, community-driven sustainability projects that align with the city’s Climate Action Plan goals. The program aims to empower residents to take meaningful action within their neighborhoods by providing financial assistance for projects that improve environmental outcomes and foster community engagement. By focusing on grassroots participation, the program encourages residents to collectively contribute to climate resilience and sustainability efforts at the neighborhood level. The grant provides funding of up to 1000 dollars per project, with a total program budget of 10000 dollars available until funds are depleted. Applications are accepted on a rolling basis through November 15 2026, or until all funds are awarded. Funding may be used for either one-time investments or ongoing projects, provided they introduce new initiatives or enhancements to existing efforts. Eligible uses include sustainability-focused activities such as installing community gardens, rain gardens, composting systems, energy efficiency upgrades, or educational programming. However, funds cannot be used for administrative or operating expenses of the applying group or organization. Eligibility is limited to project teams consisting of at least four separate households located within or near the proposed project area. These teams may apply independently or partner with a designated organization such as a nonprofit, neighborhood association, or community group. Ineligible applicants include for-profit entities, individual households, government agencies, and organizations without a place-based connection to the project. All projects must occur within Bloomington city limits, and team members must reside nearby or within the relevant neighborhood or school district. The application process requires submission through the CiviForm portal and includes a detailed questionnaire, budget sheet, and supporting documentation. Applicants must describe the project scope, timeline, budget, sustainability impact, and long-term maintenance plan. Additional required materials include letters of commitment from each team member, while supplementary documents such as permits, contractor quotes, or letters of support may be required depending on the project. The application emphasizes thorough planning and clear articulation of community benefits. Applications are reviewed by city staff to assess alignment with sustainability goals, feasibility within a one-year timeline, and overall community impact. Preference may be given to projects located in areas identified by the Climate and Economic Justice Screening Tool. Strong applications clearly demonstrate sustainability benefits, include a detailed and justified budget, and outline a realistic implementation plan. City staff may request additional information during the review process before making a funding decision. Once approved, recipients must sign a grant agreement and submit required financial forms, including a W-9 and EFT authorization, to receive funds. Projects must be completed within one year of award, and recipients are required to submit a final report documenting expenditures and outcomes. This report must include receipts and proof of project completion. The program does not require matching funds, lowering barriers to participation and enabling broader community involvement in sustainability initiatives.
