Eligibility is limited to nonprofit 501(c)(3) and 501(c)(4) organizations, as well as private schools, provided the benefits of funded projects accrue primarily to Roseville residents. However, projects led by the City or directly involving City property, as well as religious or sectarian activities, are not eligible. Applications must be complete and include a valid Roseville business license to be considered. The Grants Advisory Commission reviews applications from February through May and delivers recommendations to the City Council in May or June 2026. Award notifications are expected after August 11, 2026, and all grant funds must be expended by June 30, 2027. Evaluation criteria are outlined in the Grant Guidelines and scoring sheet. Successful applicants must enter into a grant agreement with the City. All grant documents become public record unless a specific confidentiality request is approved. Adherence to state prevailing wage laws is required for qualifying improvement projects. A Final Report detailing expenditures and project results is due by August 31, 2027.
