Grant Description

The Alumni Engagement Innovation Fund is administered by the U.S. Department of State through the U.S. Embassy in Yaounde, specifically its Public Diplomacy Section. This program is part of the Department’s broader public diplomacy efforts to strengthen relationships between the United States and global communities by leveraging alumni of U.S. government-funded exchange programs. The fund is designed to empower these alumni to apply their skills, networks, and experiences to address local and regional challenges while promoting American values and fostering long-term partnerships. The 2026 iteration of the program places a strong emphasis on celebrating the 250th anniversary of the United States, referred to as Freedom250, through programming that highlights democratic values, innovation, and collaboration. The primary purpose of the program is to support alumni-led initiatives that advance shared priorities between the United States and Cameroon, as well as the broader Central African region. These initiatives must strengthen alumni networks, reinforce U.S.-alumni relationships, and contribute to key policy goals such as economic development, peace, security, and transparency. The program supports two main components: national-level projects within Cameroon and a regional alumni summit bringing together participants from multiple Central African countries. Projects are expected to address issues such as youth unemployment, governance and transparency in critical sectors, local tensions, and regional collaboration, often through the use of innovation, digital technologies including artificial intelligence, entrepreneurship, or sports diplomacy. Funding is provided through cooperative agreements, which means the U.S. Embassy will maintain substantial involvement in project implementation. Awards for national projects typically range from approximately 5000 to 35000 dollars, while the regional summit may receive between 40000 and 100000 dollars. The total available funding is not specified and depends on appropriations. Projects must be completed within a performance period of up to 12 months, with an anticipated start date within 45 days of award notification. While cost sharing is encouraged, it is not required, allowing applicants flexibility in structuring their budgets. However, strict funding restrictions apply, including prohibitions on construction, direct social services, partisan political activities, fundraising campaigns, and other non-allowable costs. Eligibility is limited to alumni of U.S. government-sponsored exchange programs. Applicants must form teams of at least two alumni, and at least one team member must be a Cameroonian residing in Cameroon. While U.S. citizen alumni may participate as team members, they are not permitted to serve as primary applicants. Applications must be submitted by alumni themselves, although partnerships with nonprofit organizations, academic institutions, or think tanks are permitted for project implementation. Organizations must also comply with federal requirements such as obtaining a Unique Entity Identifier and maintaining registration in the System for Award Management, unless applying as individuals. The application process requires submission of several mandatory forms, including federal assistance forms and program-specific proposal templates. Applicants must provide a detailed proposal of up to ten pages, including a summary, organizational background, problem statement, program design, timeline, staffing plan, partnerships, sustainability strategy, and a monitoring and evaluation plan. A detailed budget and budget justification narrative are also required, along with supporting documents such as resumes, letters of support, and proof of organizational status where applicable. Applications must be submitted in English and budgets must be presented in U.S. dollars. Applications are due by May 13, 2026 at 11:59 p.m. Central Africa Time, and must be submitted via email to the designated Public Diplomacy Section inbox. Questions regarding the application must be submitted by April 30, 2026, with responses provided through official channels. Following submission, applications undergo a technical eligibility review followed by evaluation based on criteria such as program quality, organizational capacity, feasibility, budget justification, monitoring and evaluation, and sustainability. Applicants are typically notified of funding decisions within 120 days of the deadline. Overall, the Alumni Engagement Innovation Fund represents a strategic investment in alumni leadership and regional collaboration. By supporting innovative, results-driven projects that align with U.S. foreign policy objectives, the program seeks to foster long-term partnerships, strengthen civil society, and promote shared values across Cameroon and Central Africa. The emphasis on sustainability, measurable outcomes, and public engagement ensures that funded initiatives will have lasting impact beyond the grant period.
