Eligibility is limited to organizations with demonstrated capacity to manage U.S. government grants, including compliance with federal regulations and experience in international program coordination. Applicants must have a valid Unique Entity Identifier and active SAM.gov registration. Organizations should demonstrate financial management capabilities, logistical expertise for international exchanges, and preferably prior experience with similar programs or regional engagement. While not required, partnerships and prior relationships with educational or AI-focused institutions strengthen applications. Applications must be submitted via email and include required federal forms such as SF-424, SF-424A, and SF-424B, along with a detailed proposal, budget, and supporting documentation. The proposal must outline program design, organizational capacity, monitoring and evaluation plans, and sustainability strategies. Evaluation criteria include program quality, organizational capacity, implementation feasibility, budget justification, monitoring and evaluation strength, and sustainability. Applicants may be required to submit additional documentation during the review process. The application deadline is August 15, 2026, with projects expected to begin around October 1, 2026. The performance period is up to 12 months, covering pre-program planning, the exchange itself, and post-program follow-up. Award notifications are expected within approximately 120 days after the submission deadline.
