Global Rapid Response Fund for Advancing Fundamental Freedoms

The U.S. Department of State, Bureau of Democracy, Human Rights, and Labor, is offering the Advancing Fundamental Freedoms: Global Rapid Response Fund under opportunity number DFOP0019705 and Assistance Listing Number 19.345. The program is a federal cooperative agreement intended to create a standing, flexible rapid-response mechanism that can respond within days or weeks to unexpected events, policy challenges, political transitions, and other opportunities or threats affecting fundamental freedoms and democratic values. The Department anticipates making one award of $9,569,050 from FY25 Democracy Fund resources. The priority region is global, the anticipated project start date is October 1, 2026, and the performance period is 18 to 24 months, with proposed projects to be completed in 24 months or less. Funding is subject to availability. The program seeks a single implementing partner or consortium capable of managing a flexible rapid-response grant-making facility. The awardee is expected to maintain rapid-assessment capacity, standardized criteria for evaluating emerging situations, a pre-vetted network of local partner organizations and subject matter experts, streamlined subaward and in-kind support mechanisms, and after-action review processes. The central goal is to protect and advance fundamental freedoms through timely efforts led primarily by implementers rooted in affected communities and countries. Objectives include helping at-risk civil society organizations, independent media, and civic institutions withstand acute threats and helping emerging political openings produce durable gains for fundamental freedoms and democratic governance. Activities may include rapid legal and policy analysis, strategic litigation, support for independent media and civil society operations, research and documentation, public information campaigns, coalition support, election monitoring, civic education, technical assistance, and short-term organizational capacity support. DRL envisions up to 40 percent of funds being provided as grants to international and local organizations, with individual grantmaking anticipated to range from $10,000 to $100,000. Other program support may include logistical assistance, software licenses, staff or office resources, strategic communications and legal advisory support, federal grant management guidance, conferences and meetings, travel for civic leaders and dissidents, research, and security risk and mitigation support. Long-term capacity building is not the focus. Funding may not be provided to UNRWA and may not be used to encourage, mobilize, publicize, or manage mass-migration caravans toward the United States southwest border or for specified United States asylum legal counseling or referrals. Additional federal compliance, certification, travel approval, monitoring, evaluation, branding, and reporting requirements apply. Cost sharing, matching, or cost participation is not required and does not improve competitive ranking. Eligible applicants are U.S.-based nonprofit organizations and NGOs with or without 501(c)(3) status, private, public, or state institutions of higher education, for-profit organizations or businesses, and foreign-based nonprofit organizations and NGOs. For-profit or commercial recipients may not earn profit from Department assistance awards. Organizations must generally have a Unique Entity Identifier and an active SAM.gov registration, subject to the stated exemption process, and applicants must maintain required registration throughout review and any resulting award. An organization may submit only one proposal; if an organization submits more than one proposal, all proposals from that institution will be considered ineligible. Applicants should demonstrate an effective teaming approach, rapid project deployment capacity, stakeholder relationships, monitoring and evaluation capacity, grantmaking and subgrant management ability, and an approach for working with informal and non-registered networks and coalitions. Applications must be submitted electronically through Grants.gov or MyGrants by August 31, 2026 at 11:59 PM. The NOFO identifies the deadline as ET on its cover and overview and as EST in the submission section. Required application materials include the applicable SF-424 form, SF-424A, and SF-424B when applicable; an optional summary page; a proposal of no more than 15 pages; an itemized budget; a separate budget justification narrative; and required attachments. The proposal must address the proposal summary, applicant background and prior government grants, problem statement, goals and measurable objectives, activities, methods and design, schedule and timeline, key personnel positions and criteria, project partners and subawardees, monitoring and evaluation, and future funding or sustainability. Attachments include the line-item budget and known subgrantee budgets, partner letters of support, the latest NICRA when applicable and charged to the budget, required official permission letters, and key personnel position descriptions and criteria. Documents must be in English, budgets must be in U.S. dollars, pages must be numbered, and specified document formatting requirements apply. A review committee will evaluate eligible applications. The proposal will not be compared against other proposals, but it must be sufficiently strong to merit funding based on quality and feasibility of the program idea, organizational capacity and previous grant record, program planning and ability to achieve objectives, budget quality and reasonableness, monitoring and evaluation, and sustainability. If two or more applications receive equivalent scores, the lower indirect cost rate will receive preference as a tie-breaking mechanism. Before award, the Department will also consider financial stability, management systems and standards, performance history, audit reports and findings, and the applicant's ability to implement requirements effectively. The award will be a cooperative agreement involving substantial Department participation in programmatic planning, subgrant and in-kind assistance development, workshops and events, compliance guidance, and monitoring and evaluation. Applications close August 31, 2026, and no separate LOI, concept paper, pre-proposal, notice of intent, or other advancement-gating submission is stated. The NOFO does not identify a recurring annual or other regular cycle, so no future cycle is inferred. Successful applicants may incur project expenses only beginning on the start date shown in the award document signed by the Grants Officer. Unsuccessful applicants will be notified by email. Develop a detailed but rapid-response-oriented implementation model with a reasonable timeline; demonstrate expertise, internal controls, financial management capacity, and subaward management experience; show how the teaming approach contributes varied knowledge, skills, and abilities; demonstrate the ability to evaluate changing country conditions and deploy projects quickly; explain grantmaking and subgrant management speed; address work with informal and non-registered networks and coalitions; prioritize organizations rooted in affected communities and countries; provide clear measurable goals, output and outcome indicators, milestones, and measurement timing; submit a detailed and realistic budget justification tied to activities and results; demonstrate sustainability; ensure proposed activities are consistent with applicable Executive Orders.
