MA Clean Vessel Act Grant

The MA Clean Vessel Act Grant supports projects that give recreational boaters pump out and waste disposal facilities in Massachusetts coastal waters and help prevent sewage disposal into public marine waterways. Funded work includes constructing, renovating, operating, and maintaining pump out and dump stations, including certain floating restrooms used solely by marine boaters, as well as related infrastructure needed to hold and transport sewage to treatment plants. Eligible applicants include legally recognized entities that can contract with the Commonwealth, such as state departments, municipalities, tribal governments and entities, nonprofits, businesses, and individuals, provided they are in good standing with the Commonwealth of Massachusetts and the federal government. The program excludes activities without public benefit, law enforcement activities, upland restroom projects, sewage treatment plants, and pump out or dump stations in freshwater systems. This opportunity expects up to $1,500,000 in total funding and generally covers up to 75 percent of eligible project costs, requiring a 25 percent match that cannot be met with federal funds. Awards are reimbursement based, so grantees must first pay approved expenses and then seek reimbursement for eligible costs incurred during the contract period, which runs through December 31, 2027.
