Consultation Education and Training Grant Program

The Consultation Education and Training Grant Program is administered by the Michigan Department of Labor and Economic Opportunity through the Michigan Occupational Safety and Health Administration. The program is designed to enhance workplace safety and health by funding projects that provide training and technical assistance services to employers and employees across Michigan. These grants are issued on a competitive basis and are funded through the Michigan Safety Education and Training Fund. The initiative reflects MIOSHA’s broader mission to improve working conditions and reduce occupational injuries and illnesses through education, outreach, and collaboration with external organizations. The primary purpose of the program is to expand access to occupational safety and health education, particularly for underserved populations such as small businesses, workers in high-risk industries, and K-12 institutions. The program encourages innovative strategies that complement existing state services and promote alternative methods of delivering training and technical assistance. Funded projects are expected to increase awareness of MIOSHA services and contribute to measurable improvements in workplace safety outcomes. Special emphasis is placed on industries with higher-than-average injury and illness rates, as well as establishments employing fewer than one hundred workers. Funding is awarded annually, with a maximum grant amount of one hundred thousand dollars per project. Awards are contingent upon available funding and may be reduced or eliminated if budget adjustments occur. Grantees are required to provide a minimum ten percent match of the awarded funds, which must be documented and is subject to audit. Grant funds are intended to support new or significantly expanded activities and cannot be used to subsidize ongoing operations. Administrative costs are limited to twenty percent of the total project budget, and additional restrictions apply to equipment purchases, subcontracting, and other expenditures. Eligible applicants include nonprofit organizations with 501(c)(3) status that have the capacity to deliver occupational safety and health training and services. This includes employer associations, labor organizations, universities, hospitals, and other service-based nonprofits. Applicants must demonstrate the ability to implement their proposed project within four weeks of award and must provide qualified personnel, a clear management structure, and a detailed project plan. Projects must include training activities such as presentations, seminars, or courses, as well as service activities like technical assistance or information dissemination. The application process requires submission of both a hard copy and an electronic version of the proposal. Applicants must include a narrative describing the problem addressed, project design, and management approach, along with standardized tables detailing training activities, timelines, and budget breakdowns. Proposals are evaluated based on criteria including problem scope, project design, management capacity, and resource allocation. Applications must be submitted by early June, with strict deadlines for both physical and electronic submissions. Grantees are required to comply with extensive reporting and oversight requirements, including quarterly activity, financial, and evaluation reports. They must also cooperate with audits and program evaluations conducted by MIOSHA. Projects are expected to begin at the start of the fiscal year in October and run through the end of September. While funding is awarded on a yearly basis, organizations may reapply in subsequent years, provided their proposals demonstrate meaningful changes and continued alignment with program goals.
