Homeland Security Grant Program - State Share

The Homeland Security Grant Program State Share provides Massachusetts state agencies with federal homeland security funding to address capability gaps and strengthen preparedness for terrorism and other catastrophic threats. Supported projects are expected to build, sustain, or enhance core capabilities tied to the National Preparedness Goal and the State Homeland Security Strategy, including work that addresses identified security priorities and mission-area needs. This solicitation is limited to Massachusetts state agencies that support the Commonwealth’s homeland security needs, with preference for public safety agencies that have statewide jurisdiction. The competition is administered by the Massachusetts Office of Grants and Research, and award recommendations remain subject to FEMA approval. Approximately $2 million is expected to be available through the competitive process, and certain state priority projects are funded separately but still require applications through this process. The performance period runs from October 1, 2026 through June 30, 2028, and applicants may request up to 5% of their award for management and administrative costs.
