Accelerating Concept to Commercialization in Kansas Grant Program

ACCEL-KS, short for Accelerating Concept to Commercialization in Kansas, is a proof-of-concept grant program developed by the Kansas Department of Commerce and operated in partnership with Groover Labs. The statewide initiative is associated with the Kansas Department of Commerce's Office of Innovation and is designed to help early-stage Kansas technology startups move promising concepts toward commercialization. The program combines grant funding with ecosystem support intended to help founders turn early-stage concepts into working prototypes and commercially viable products. This is the second year of the partnership. In the prior year, the program received nearly 70 applications and funded 25 founders working across areas including AgTech, ConTech, defense technology, EdTech, aerospace technology, artificial intelligence, and other technologies. ACCEL-KS awards grants of up to $25,000 to founders with strong product concepts and clear development paths. Funding is intended specifically for proof-of-concept activities that help recipients build, test, and refine early-stage products. The program generally supports expenditures for materials, outside expertise, prototyping, and testing when those expenditures are used to prove that a concept or idea works. The program distinguishes these expenditures from purchases that capitalize a business or retain substantial value after the program ends. General overhead such as rent, utilities, internet, phone, insurance, and office supplies is not funded. Salaries, founder or co-founder compensation, employee wages, financing costs, prior costs incurred before the award date, business formation expenses, and basic legal or accounting services are also excluded. Examples of expenses that are generally not supported include software licenses extending beyond the grant period, existing software subscriptions, equipment already available through Groover Labs or its partners, marketing, advertising, and trade-show travel. Applicants must be U.S. citizens and must have a Kansas address. The product must be scalable, and the project must demonstrate a reasonable path toward commercialization. Applicants will also need to provide a W-9. The program operates statewide, including an emphasis on reaching founders in rural Kansas. The Kansas Department of Commerce asks that at least 30 percent of ACCEL-KS projects come from rural communities across the state. Applicants considering an expenditure that may fall outside the general funding guidelines are encouraged to provide additional explanation of why the expense should be approved or raise the question during an Office Hours session. Applications open August 24, 2026, at 9 a.m. Central Time and close September 30, 2026, at 5 p.m. Central Time. Virtual Office Hours for application questions are offered August 31, September 8, September 14, and September 21 from 4 p.m. to 5 p.m. Central Time. Office Hours staff are not members of the Review Committee and cannot tell applicants how to complete their applications. A review committee evaluates every qualifying application. Applicants who advance through that review are invited to give a short virtual presentation, and awardees are selected from that group. Award recipients have both funding and program responsibilities. Recipients submit one milestone report, which triggers release of the second funding tranche, and one final report that closes the program. Work proceeds from the first tranche distribution through the end of the program in June 2027, with the program ending after June 30, 2027. Software founders receive a hotseat membership at Groover Labs, while hardware founders receive a workbench membership and prototyping guidance. Groover Labs also connects recipients with regional ecosystem partners and resources. The program emphasizes evidence of actual product development rather than relying solely on an idea or AI-generated concepts. Applicants are encouraged to demonstrate that they have attempted to build or test a prototype, even if the first version is basic or incomplete. For software concepts, a marketing website describing what a product could eventually do is distinguished from a functioning version demonstrating the product itself. The funder's guidance therefore favors founders who have done substantive development work and can demonstrate a scalable concept, a reasonable commercialization path, and a concrete plan for using grant resources to prove and refine the concept.
