City of Goleta Community Development Block Grant

The Community Development Block Grant (CDBG) program administered by the City of Goleta provides annual funding to local nonprofit organizations that deliver critical public services to low-income residents, seniors, and individuals experiencing homelessness. Funded by the U.S. Department of Housing and Urban Development (HUD), this grant aims to enhance the quality of life for vulnerable populations by supporting eligible community-based projects within Goleta's jurisdiction. For the FY 2025-26 funding cycle, the City of Goleta anticipates approximately $40,000 in CDBG funds to be available for public services. These funds must align with the objectives outlined in the City’s 5-Year Consolidated Plan, which includes providing decent housing, ensuring a suitable living environment, and expanding economic opportunities for low- and moderate-income persons. Organizations must apply for a minimum of $10,000, and proposed activities must comply with HUD’s strict regulatory guidelines governing eligible uses. Eligible applicants are nonprofit organizations with a demonstrated ability to serve Goleta’s low-income residents. Applicants must ensure that their proposed services are both compliant with HUD regulations and responsive to the City’s local priorities. Ineligible uses of funding typically include political activities, debt servicing, or sectarian programs. All applicants are required to attend one of two mandatory pre-application workshops—held both in-person and virtually—on January 7, 2025. Attendance at one session is necessary for eligibility. Applications open on December 12, 2024, and must be submitted by 5:00 p.m. PST on January 31, 2025, exclusively through the ZoomGrants platform. Paper applications are not accepted. Evaluation of submissions will be conducted by various standing committees, including the Human Services, Homelessness Issues, and Economic Development Standing Committees, as well as the Parks and Recreation Commission. These bodies will review applications and forward their recommendations to the Goleta City Council, which is responsible for final funding decisions expected in May 2025. Selected applicants will be notified in the spring, and awarded funds will be disbursed for use between July 1, 2025, and June 30, 2026. Recipients are expected to meet reporting and compliance requirements as defined by HUD and the City of Goleta.
