Nutrient Management Assistance Grant Program

The Nutrient Management Assistance Grant is administered by the New Jersey Department of Agriculture through its Division of Agricultural and Natural Resources. The program is designed to support compliance with the state’s Animal Waste Management rules, which require farms to implement best management practices to reduce environmental impacts, particularly water quality degradation. These rules emphasize nutrient management strategies, including the development and use of nutrient budgets and Nutrient Management Plans. The grant reflects the Department’s broader mission to support sustainable agriculture while ensuring regulatory compliance across farms of varying sizes. The primary purpose of this grant program is to provide financial assistance to qualified applicants for the purchase and maintenance of manure spreaders and to establish a structured community use program for that equipment. Many farms lack access to appropriate manure handling tools, which limits their ability to effectively implement nutrient management practices. By funding shared equipment and coordinated use programs, the grant aims to improve efficiency, increase access to necessary resources, and promote responsible manure application practices across multiple farms within a community. Funding under this program includes awards of up to twenty five thousand dollars per applicant, drawn from a total program funding pool of one hundred thousand dollars. Funds may be used for equipment purchase, maintenance and repair, and operational support for the community use program. Additional allowable uses include outreach and education activities, as well as the development or updating of Animal Waste Management Plans that include nutrient management components. The grant is structured as a reimbursement program by default, although applicants may request advance payment for equipment purchases on a case by case basis. Eligible applicants include New Jersey based individuals, businesses, cooperatives, nonprofit organizations, and government agencies. Applicants must demonstrate the capacity to purchase and maintain a manure spreader and to administer a community use program that supports nutrient management practices. A key requirement is that applicants ensure the development or updating and implementation of Animal Waste Management Plans at a minimum of five participating farms. Applicants are also expected to have established relationships with agricultural producers in their communities to ensure effective program participation. The application process requires submission of a detailed proposal using the official application form. Applicants must provide information about their organization, describe the need for a manure spreader in their community, outline equipment specifications, and detail plans for management, maintenance, and shared use. Additional sections require applicants to explain biosecurity protocols, insurance coverage, participant farm engagement, and long term sustainability of the program. A comprehensive budget narrative and supporting documentation, including quotes for equipment and projected costs, must also be included. Applications must be submitted electronically in PDF format via email to the Department, with a specified subject line format. The deadline for submission is June 16, 2025, and applicants will be notified of funding decisions by August 15, 2025. The grant period spans three years, during which recipients must carry out program activities and submit semi annual reports documenting progress, expenditures, and compliance with program requirements. A final report is also required at the conclusion of the grant period. Evaluation of applications considers the applicant’s capacity to manage the equipment and program, the strength of community connections, and the ability to support nutrient management practices across multiple farms. Additional considerations include geographic distribution of awards and overall program impact. While matching funds are not required, applicants may include cash or in kind contributions, which may strengthen their application during the competitive review process.
