Funds cannot be used for payroll, owner compensation, taxes, rent or mortgage payments, utilities, recurring operating expenses, debt repayment, or general day to day supplies. Consumable items are only allowed if accompanied by a defined replenishment plan, reinforcing sustainability and strategic planning. Applicants must be for profit businesses located and operating within York County, Pennsylvania, with documented revenue generated as of January 31, 2026. Businesses must employ no more than 50 full or part time employees. Entities that have received BLOOM grant funding in 2024, 2025, or 2026 are not eligible to apply. Additional restrictions prohibit applicants who are affiliated with the administering organizations or who hold federal, state, or municipal elected or appointed positions. Award recipients must commit to remaining in York County for at least one year following disbursement and must fully expend funds within six months on approved activities. The application process requires submission of a comprehensive set of documents to verify business status and financial need. Required materials include an itemized budget using the program provided template, proof of business registration with the Commonwealth of Pennsylvania, a profit and loss statement covering January 1 through June 30, 2026, a full 2025 business tax return or acceptable alternative documentation, a completed and signed W9 form, and a business logo. Applicants may also be asked to provide additional documentation such as a voided business bank account check during the review process. A mandatory matching contribution equal to 10 percent of the grant request is required to demonstrate applicant commitment.
