Grant Description

The County of York Small Business BLOOM Grant Program is a locally administered funding initiative designed to support small, for profit businesses operating within York County, Pennsylvania. The program is facilitated by the BLOOM Business Empowerment Center and is intended to strengthen the local economy by helping established businesses improve operations, increase productivity, and expand their offerings. It specifically targets businesses that have already demonstrated viability through revenue generation and are seeking to grow to the next stage of development through strategic investments. The primary objective of the program is to fund projects that contribute directly to business growth and operational enhancement. Eligible uses of grant funds include tangible upgrades such as furniture, fixtures, and equipment, including commercial kitchen appliances, improved lighting, and new signage that enhances customer experience. Additional allowable uses include technology improvements such as point of sale systems, interior renovations or expansions, marketing and advertising initiatives including website development, professional development or training programs, and costs associated with expanding product or service offerings. The program prioritizes investments that produce measurable improvements rather than ongoing operational support. The grant imposes clear restrictions on ineligible uses to ensure funds are applied toward long term growth rather than routine expenses. Funds cannot be used for payroll, owner compensation, taxes, rent or mortgage payments, utilities, recurring operating expenses, debt repayment, or general day to day supplies. Consumable items are only allowed if accompanied by a defined replenishment plan, reinforcing sustainability and strategic planning. These limitations ensure that awarded funds contribute to meaningful capital or capacity improvements within the business. Eligibility requirements are specific and strictly enforced. Applicants must be for profit businesses located and operating within York County, Pennsylvania, with documented revenue generated as of January 31, 2026. Businesses must employ no more than 50 full or part time employees. Entities that have received BLOOM grant funding in 2024, 2025, or 2026 are not eligible to apply. Additional restrictions prohibit applicants who are affiliated with the administering organizations or who hold federal, state, or municipal elected or appointed positions. Award recipients must commit to remaining in York County for at least one year following disbursement and must fully expend funds within six months on approved activities. The application process requires submission of a comprehensive set of documents to verify business status and financial need. Required materials include an itemized budget using the program provided template, proof of business registration with the Commonwealth of Pennsylvania, a profit and loss statement covering January 1 through June 30, 2026, a full 2025 business tax return or acceptable alternative documentation, a completed and signed W9 form, and a business logo. Applicants may also be asked to provide additional documentation such as a voided business bank account check during the review process. A mandatory matching contribution equal to 10 percent of the grant request is required to demonstrate applicant commitment. Grant awards range from 500 to 1500 dollars and are determined based on the applicant’s demonstrated need and the projected impact of the proposed project. The program reserves the right to partially fund applications. The application cycle includes a defined timeline with applications opening on July 20, 2026 and closing on August 14, 2026. Applicants are encouraged to attend a virtual information session held on July 29, 2026. Selected finalists must participate in an in person pitch competition scheduled for September 14, 2026, where proposals are further evaluated. Overall, the BLOOM Grant Program represents a targeted local investment strategy focused on strengthening small businesses through structured, growth oriented funding. By emphasizing capital improvements, requiring financial commitment from applicants, and incorporating a competitive pitch component, the program aims to support businesses that are prepared to scale and contribute to the economic vitality of York County.
