Grant Description

The Emergency Solutions Grant program is a federally funded initiative administered at the state level by the Oklahoma Department of Commerce to address homelessness across rural areas of Oklahoma. The funding originates from the U.S. Department of Housing and Urban Development and is distributed annually to support a coordinated system of care aligned with the Continuum of Care framework. The program is designed to assist individuals and families experiencing homelessness or those at imminent risk of losing housing, with the overarching objective of promoting housing stability and long-term self-sufficiency. The Oklahoma Department of Commerce does not directly provide services but instead allocates funds to qualified nonprofit organizations that deliver frontline assistance within their communities. The purpose of the program is to reduce homelessness by supporting a range of eligible activities, including emergency shelter operations, street outreach, rapid re-housing, and homelessness prevention. Funds may be used for essential services such as case management, healthcare services, transportation, and legal assistance, as well as for operational costs like shelter maintenance, utilities, and supplies. Financial assistance is also available for rental arrears, deposits, and short- to medium-term rental assistance. However, certain uses are restricted, such as renovation or rehabilitation activities, which are not allowed under the annual program guidelines. Administrative costs are capped at 3.75 percent of the total grant, and all funded activities must align with HUD definitions of homelessness and income eligibility thresholds. Eligibility for the program is limited to private nonprofit organizations that provide direct services in rural Oklahoma. Applicants must be active participants in their local Continuum of Care and must utilize or be prepared to implement the Homeless Management Information System for client data tracking. Organizations may apply either independently or through a sponsor depending on their audit history and prior participation in the ESG program. First-time applicants without a qualifying audit must apply through a sponsoring entity such as a local government unit or Community Action Agency. More experienced nonprofits with compliant audits and recent ESG participation may apply independently. The application process is conducted through the Oklahoma Grant Exchange system, and submissions through other methods are not accepted. A mandatory application workshop is required for eligibility and must be attended by at least one organizational representative. The workshop provides guidance on eligibility requirements, application procedures, and program expectations. Technical assistance is available upon request throughout the application period to support applicants in preparing competitive proposals and ensuring compliance with program requirements. Applications for the program are accepted during a defined annual window. For the current cycle, the application period opens on April 1, 2026, and closes on May 29, 2026. A mandatory workshop is scheduled prior to the application opening on March 26, 2026. Applicants must ensure that all required documentation, including certifications, financial audits, and program policies, are in place prior to submission. The Oklahoma Department of Commerce reserves the right to modify or terminate the application process and to approve or deny applications based on compliance with federal and state requirements. Funded organizations must adhere to strict performance and reporting requirements, including participation in Continuum of Care planning activities, submission of data through HMIS, and compliance with spending timelines. Awardees are required to provide a 100 percent match of grant funds and must expend funds within specified timeframes, including benchmarks at six, nine, and twelve months. The program operates on an annual cycle, with funding availability and application timelines recurring each year based on federal allocations.
