Grant Description

The Producer Led Watershed Protection Grant Program is administered by the Wisconsin Department of Agriculture Trade and Consumer Protection to support farmer driven conservation initiatives that improve soil health and water quality across local watersheds. The program is rooted in Wisconsin statute and is designed to empower agricultural producers to take leadership roles in addressing nonpoint source pollution through collaborative, locally tailored solutions. The agency emphasizes that funded efforts must be clearly led by producers and demonstrate meaningful farmer participation and leadership throughout planning and implementation. The primary purpose of the program is to fund activities that improve water quality through conservation practices, education, outreach, and research within defined watershed areas. Eligible activities include cost share incentives for conservation practices such as cover crops and reduced tillage, on farm demonstrations and research, farmer mentorship, outreach events, and environmental monitoring. The program prioritizes projects that promote sustained conservation systems, continuous living cover, innovative agricultural practices, and strong farmer to farmer engagement. Proposals must clearly demonstrate how activities will lead to measurable improvements in soil and water outcomes. Funding is provided as a reimbursement grant, meaning recipients must incur and document eligible expenses before receiving payment. There are no upfront disbursements. The maximum annual award is forty thousand dollars per producer led group, and administrative costs are capped at twenty five percent of the total request. A strict matching requirement applies, requiring applicants to provide at least a one to one match equal to the grant amount, with at least fifty percent of that match provided as cash and the remainder allowable as in kind contributions. Funds may only be used for eligible costs, and certain expenses such as equipment purchases, real estate, and lobbying are explicitly prohibited. Eligibility is limited to producer led groups consisting of at least five farmers operating within the same or adjacent watersheds. These groups must collaborate with at least one approved partner entity such as a county land conservation department, the University of Wisconsin Division of Extension, the Wisconsin Department of Natural Resources, or a nonprofit conservation organization. A formal memorandum of understanding with the collaborator is required. Applicants must also demonstrate that they will assist producers in voluntarily implementing conservation practices that reduce water pollution. Applications must be submitted electronically in Microsoft Word format via email to the program inbox. Proposals are evaluated competitively based on detailed criteria including project need, innovation, work plan quality, anticipated outcomes, organizational capacity, budget justification, and communication strategies. Separate evaluation frameworks exist for new groups and established groups, with both requiring strong evidence of farmer leadership and measurable conservation impact. Applicants must also include documentation of matching funds and letters of commitment where applicable. The application deadline for the current cycle is September 15 2026 at five pm. Award notifications are expected in November 2026, with funding becoming available after contract execution and no earlier than January 1 2027. The grant period extends through December 31 2028, with an annual reporting requirement and a final report due February 15 2028. Recipients must track conservation outcomes and participate in program workshops, ensuring accountability and knowledge sharing across the state’s agricultural community.
