Grant Description

The Cooperating Technical Partners Program is administered by the U.S. Department of Homeland Security through the Federal Emergency Management Agency within its Federal Insurance Directorate. The program supports the National Flood Insurance Program by building technical capability and capacity at the state and local level to identify flood-prone areas and maintain accurate flood hazard data. Through cooperative agreements, FEMA collaborates directly with eligible partners to develop, maintain, and enhance flood mapping data and tools that inform community planning, insurance requirements, and risk mitigation strategies. The program reflects FEMA’s broader mission to reduce the impacts of natural disasters by strengthening local decision-making through data-driven insights. Recipients are responsible for producing and maintaining flood hazard datasets, including Flood Insurance Rate Maps, and supporting technical activities such as stream studies, risk analysis, and mapping updates. For this funding cycle, FEMA has prioritized the completion of existing mapping projects rather than initiating new studies, narrowing eligible project types to Flood Risk Projects, Letter of Map Revision review activities, and project management functions. These activities directly support regulatory and planning functions under the National Flood Insurance Program.
