Grant Description

The Peer Reviewed Medical Research Program Impact Award is administered by the Defense Health Agency through the Congressionally Directed Medical Research Programs. This funding opportunity is designed to support applied, use-inspired medical research that bridges foundational scientific discoveries with real-world clinical applications. The program has a long-standing history of funding research relevant to military health, with billions in appropriations since its inception in 1999. The Impact Award specifically focuses on advancing mature research concepts toward practical solutions that can significantly improve patient outcomes in the near term. The primary objective of the Impact Award is to fund translational research that demonstrates strong potential to move from laboratory findings into clinical practice. Projects must align with one of the congressionally directed topic areas and corresponding strategic goals defined for the program. These topic areas span a wide range of medical conditions and research domains, including autoimmune disorders, cardiovascular health, infectious diseases, neuroscience, orthopaedics, and rare diseases. Applicants are expected to demonstrate how their proposed research directly addresses a critical medical need and contributes to improved care for military service members, veterans, and their families. Funding under this mechanism supports research that is beyond basic exploratory science and is ready for translation into clinical solutions. The program does not fund basic research or clinical trials but allows for noninterventional clinical research and applied preclinical studies. Applicants must include robust preliminary data demonstrating feasibility and readiness for translation. The award emphasizes projects that can produce proof-of-concept outcomes and lay the groundwork for future clinical validation, regulatory approval, or commercialization. The program offers two funding structures: a Single Principal Investigator option and a Partnering Principal Investigator option. The Single PI option allows for total funding up to 2.8 million dollars, while the Partnering PI option allows up to 3.6 million dollars combined across collaborating investigators. The maximum period of performance for all awards is four years. Funding may be used for a variety of research-related costs, including personnel, equipment, and limited travel for scientific dissemination, but excludes certain expenses such as tuition and excessive travel. Eligibility for the program is broad and inclusive. Both domestic and international organizations may apply, including public and private institutions, nonprofit organizations, for-profit entities, and government agencies. Principal Investigators must be independent researchers with appropriate credentials and institutional support. For collaborative applications, at least one investigator must be a clinician with relevant clinical responsibilities. Applications are submitted through a two-step process involving a required pre-application followed by a full application. The pre-application consists of a letter of intent submitted through the eBRAP system, while full applications are submitted through either eBRAP or Grants.gov depending on the organization type. The application process requires comprehensive documentation, including a detailed project narrative, supporting documentation, abstracts, statements of work, and multiple compliance and planning documents. Applications are evaluated through a two-tier review process consisting of peer review and programmatic review. Evaluation criteria include scientific merit, impact, feasibility, translational potential, and relevance to military health priorities. The program places strong emphasis on the potential for near-term clinical impact and the ability to advance research toward practical implementation. Key deadlines for the current funding cycle include a pre-application deadline of July 23, 2026, and a full application deadline of August 6, 2026. Peer review is expected to occur in October and November 2026, followed by programmatic review in early 2027. Awards are anticipated to be made by September 2027. The program operates on an annual cycle aligned with federal appropriations, and future funding opportunities are expected to follow a similar timeline. Applicants are encouraged to begin preparation early due to the complexity of the submission process and the requirement for active registrations in multiple federal systems.
