Cultural Arts Grants

The City of Santa Barbara Cultural Arts Grants program is a locally funded initiative designed to support and sustain the arts and cultural ecosystem within the City of Santa Barbara. Funded directly by the City and administered in partnership with the Santa Barbara County Office of Arts and Culture, the program reflects a long-standing collaboration between city and county entities to strengthen cultural programming, increase accessibility to the arts, and enhance community vitality. For more than three decades, this partnership has aimed to ensure that arts organizations, artists, and community groups have the resources needed to deliver impactful programming that benefits residents and visitors alike. The program is structured into three distinct grant categories: Community Arts, Organizational Development, and Community Events and Festivals. Each category serves a different purpose within the broader cultural landscape. Community Arts grants focus on projects that expand access to arts programming for youth, low-income residents, and historically underserved populations. Organizational Development grants are intended to strengthen the internal capacity of arts nonprofits through strategic planning, marketing, and operational improvements. Community Events and Festivals grants support the production and promotion of public-facing cultural events that contribute to economic activity and community engagement within the city. Funding is provided as project-based support with defined maximum award amounts depending on the program category. Community Arts grants offer up to 6000 dollars for projects conducted over a 12 month period, while Organizational Development and Community Events and Festivals grants provide up to 15000 dollars for projects spanning an 18 month period. Funds may be used for allowable expenses such as program delivery, marketing, and organizational capacity building, but cannot be used for prohibited costs including capital improvements exceeding a specified threshold, political or religious activities, fundraising events as a primary purpose, or expenses incurred outside the grant period. All funded activities must occur within Santa Barbara city limits and comply with applicable permitting and accessibility requirements. Eligibility is limited to nonprofit organizations with 501c3 status or applicants working under a qualified nonprofit fiscal sponsor. Fiscal sponsorship is permitted for Community Arts and Community Events and Festivals grants but not for Organizational Development grants. All applicants must serve residents within the City of Santa Barbara and are required to attend a mandatory technical assistance workshop prior to submission. Additionally, only one application may be submitted per organization per grant cycle, and organizations may only receive one award per funding period. Certain conflict of interest restrictions apply for organizations affiliated with advisory committee members. The application process requires submission through an online community grants portal and includes several required components such as a completed application form, project budget, and supporting documentation. Additional materials may include strategic or marketing plans for Organizational Development applicants, work samples for events and festivals, and fiscal sponsor agreements where applicable. Applications are evaluated by designated review committees using criteria that assess community impact, fiscal responsibility, inclusion of diverse communities, use of qualified professionals, and overall project feasibility. Program-specific criteria further assess alignment with objectives such as cultural relevance, audience engagement, and organizational sustainability. The application deadline for the current cycle is August 17, 2026 at 500 PM, and late or incomplete submissions are not accepted. Mandatory workshops are scheduled in advance of the deadline, with both in-person and virtual attendance options available. Following submission, applications undergo a review process by advisory committees, with final funding recommendations subject to approval by the Santa Barbara City Council. Awarded projects must adhere to reporting requirements, including submission of final reports and invoices prior to receiving final payment. Grant periods begin January 1, 2027, with durations depending on the selected program category. This funding opportunity is offered annually, with recurring cycles that follow a similar structure each year. Applicants are encouraged to carefully review all guidelines, prepare required documentation in advance, and align their proposals with stated program priorities to increase competitiveness.
