Teachers of Tomorrow Grant Program
This program provides financial support to New York State school districts facing teacher shortages, particularly in underserved and low-performing schools, to recruit, certify, and retain qualified educators in high-need subject areas.
The Teachers of Tomorrow Program is administered by the New York State Education Department as part of a statewide initiative originally established through legislation enacted in 2000. The program was created to address persistent and projected teacher shortages across New York State, particularly in large urban districts such as New York City, Buffalo, Rochester, Syracuse, and Yonkers. Over time, the program has evolved into a structured funding mechanism that supports recruitment, certification, and retention of qualified teachers in high-need subject areas and underserved schools. The current funding cycle continues this mission by targeting both geographic and subject-specific shortages. The primary purpose of the program is to provide financial and programmatic incentives that encourage prospective and current educators to teach in school districts experiencing teacher shortages or subject area gaps. Particular emphasis is placed on low-performing schools, including those designated under accountability systems such as Comprehensive Support and Improvement, Additional Targeted Support and Improvement, and Targeted Support and Improvement. Additionally, schools under Receivership receive the highest priority for funding allocation. The program also recognizes annually updated statewide shortage areas, including subjects such as mathematics, science, language arts, career and technical education, special education, and library media. Funding is distributed across two primary program tracks. The first program supports a range of recruitment and retention activities, including teacher recruitment incentives, internship programs in major city districts, master teacher initiatives, tuition reimbursement, and specialized training programs. Certain activities are limited to specific districts, such as summer training and transitional certification programs for New York City Department of Education schools. The second program focuses specifically on tuition reimbursement for certification in high-need subject areas such as science, mathematics, bilingual education, and English as a New Language, targeting individuals who are pursuing or have obtained transitional teaching certificates. The total funding available for the 2026 to 2030 cycle is one hundred million dollars, with approximately twenty five million dollars expected to be allocated annually. Of this amount, twenty million dollars is designated for the general Teachers of Tomorrow program and five million dollars for the specialized tuition reimbursement track. Funding is contingent on annual legislative appropriations, and awards may be reduced proportionally if funding levels change. Additionally, no single school district may receive more than sixty percent of the total allocated funds, ensuring broader distribution across eligible applicants. Eligible applicants are limited to school districts within New York State that are experiencing teacher shortages or that include school buildings designated as low-performing. Within districts, priority must be given to schools based on a defined hierarchy, starting with those under Receivership, followed by schools identified under accountability improvement categories, and then those designated as shortage areas. This structured prioritization ensures that funding is directed toward the highest-need environments. The application process requires electronic submission of all required materials through an online form. Applicants must adhere to the application checklist outlined in the Request for Proposals and submit all documentation by the stated deadline. While a Notice of Intent is not mandatory, it is strongly encouraged to facilitate the review process and ensure timely evaluation. The Notice of Intent must include the organization’s legal name and New York State Vendor ID and is submitted via an online form. For the 2026 to 2030 cycle, the application deadline is July 1, 2026 at five o'clock PM Eastern Time. The project period spans from July 1, 2026 through June 30, 2030. Program contacts are designated for both programmatic and fiscal inquiries, ensuring applicants have access to guidance throughout the process. Although the program operates in multi-year cycles, it is dependent on continued legislative funding, and future cycles are expected based on historical recurrence patterns.
