Climatetech Testing and Demonstration Assets Program

The Climatetech Testing and Demonstration Assets Program is administered by the Massachusetts Clean Energy Technology Center, a quasi public economic development agency established to accelerate the growth of clean energy and climatetech industries across the Commonwealth. Eligible applicants must be Massachusetts based Entrepreneur Support Organizations with at least five years of operating history. This includes nonprofit organizations, public or nonprofit universities, and public agencies. Applicants must demonstrate a strong track record of supporting climatetech startups, possess a sustainable business model, and have the organizational capacity to manage capital projects. Proposed projects must meet several criteria, including being commissioned within one to three years, having a useful life of at least ten years, and being publicly accessible through shared use models such as fee for service or booking systems. The application process is structured in two competitive phases. All applicants must first submit a concept paper through the Submittable platform, which outlines the project idea and alignment with program goals. Selected applicants are then invited to submit a full application that includes detailed budgets, vendor quotes, letters of interest from potential users, cost share commitments, and supporting documentation. Required materials include financial statements, resumes of key personnel, and formal agreements with any project partners. The program places strong emphasis on demonstrated demand, feasibility, public benefit, and long term sustainability. Applications are evaluated using a comprehensive scoring framework that considers organizational experience, justification of need, infrastructure development planning, operational readiness, budget feasibility, anticipated impact, and relevance to the broader innovation ecosystem. Additional consideration is given to projects located in or serving historically underserved communities. The timeline begins with the release of the request for proposals in late July, followed by informational sessions, a concept paper deadline in early September, and a full application deadline in mid November. Finalist interviews may occur in December, with award notifications expected in early spring and project initiation anticipated shortly thereafter. The program operates on an annual cycle subject to available funding. Awarded projects must comply with ongoing reporting requirements, including bi annual progress reports during the grant period and annual reporting for at least five years after project completion. Grantees must also ensure public access to funded assets, maintain documentation for audit purposes, and collaborate with the funding agency on public communications and evaluation efforts. Through these requirements, the program aims to ensure that funded infrastructure delivers sustained public value and supports the long term growth of the climatetech ecosystem in Massachusetts.
