This program operates as a reimbursable matching grant, meaning applicants must complete approved improvements and provide proof of payment before receiving funds. Grant awards range from 500 to 5000 dollars, with an overall annual allocation of approximately 25000 dollars. Only one award may be issued per building within a 12-month period, ensuring broader distribution of funds across the district. Eligible applicants include property owners of commercial buildings and commercial tenants who have secured written consent from the property owner. All applicants must be in good standing with the City, including compliance with taxes, utilities, and property regulations. Eligible properties must be commercial or mixed-use buildings located within the Main Street Columbia District, which lies entirely within designated historic districts. As a result, all projects must comply with historic preservation requirements. A central component of the program is adherence to design and historic review standards. All proposed improvements require a Certificate of Appropriateness issued by the Columbia Historic Preservation Commission. Projects must align with established design guidelines, approved materials, and local sign ordinances. Any work initiated prior to receiving both the Certificate of Appropriateness and written approval from Main Street Columbia is considered ineligible for funding. Eligible improvements include a range of façade and signage enhancements. These may include restoration or repair of architectural features, masonry work such as tuckpointing, window and door repairs or historically appropriate replacements, storefront rehabilitation, installation of awnings or exterior lighting, and painting using approved colors. Signage improvements include permanent, code-compliant exterior signs, as well as related brackets and lighting. Professional services such as architectural or design fees directly tied to eligible improvements are also allowable. Ineligible expenses include interior renovations, non-visible roofing, routine maintenance, temporary signage, landscaping not tied to façade work, and any improvements started before approval. The application process begins with a required pre-application meeting with Main Street staff to confirm eligibility and review project scope and historic approval requirements. Applicants must then submit a complete application package including forms, authorization documents, photographs, design plans, material samples, contractor quotes, and proof of matching funds. Applications are reviewed by a committee consisting of design professionals and preservation representatives. Projects are evaluated based on design appropriateness, visibility, community impact, and readiness for implementation. Approved applicants enter into a formal grant agreement outlining the scope of work, eligible costs, reimbursement limits, project timeline, and a three-year maintenance requirement. Upon project completion and verification of compliance, applicants submit documentation including invoices, proof of payment, and final photographs to receive reimbursement. The program also includes a public recognition component, allowing Main Street Columbia to promote completed projects and recognize participants through visual materials and signage.
