The U.S. Department of State, through the U.S. Embassy in Pretoria’s Public Diplomacy Section, is offering funding under the EducationUSA Opportunity Funds Program. This program is part of the broader EducationUSA global network, which operates advising centers in over 170 countries to promote access to accredited U.S. higher education institutions. The Opportunity Funds Program specifically addresses financial barriers faced by high-achieving, low-income students who are otherwise competitive for full financial aid at U.S. colleges and universities but cannot afford the upfront application and placement costs. The initiative aligns with U.S. foreign policy goals by fostering educational exchange and developing future leaders with strong ties to the United States. The primary purpose of this funding opportunity is to support an organization that will implement and manage the Opportunity Funds Program in South Africa. The selected recipient will recruit, prepare, and support a cohort of academically strong students through the U.S. college application process and ultimately facilitate their enrollment. The program emphasizes access, equity, and leadership development, targeting South African Grade 12 students or gap-year students who demonstrate academic excellence, leadership qualities, and financial need. The initiative excludes certain academic fields such as medicine and law, and requires participants to maintain reliable internet access to engage in program activities. Funding will be provided through a cooperative agreement, meaning the U.S. Embassy will have substantial involvement in program implementation. The total available funding is $67,500, with one anticipated award. The project performance period is expected to last between 12 and 24 months, with completion required within two years. Allowable activities include recruitment and selection of participants, preparation for standardized tests, advising on application processes, covering application and visa-related expenses, and managing travel logistics for students admitted to U.S. institutions. Funding cannot be used for prohibited activities such as construction, political activities, or direct social services. Eligible applicants are limited to nonprofit organizations based in South Africa or the United States, including educational institutions, think tanks, and civil society organizations. Applicants must demonstrate organizational capacity, relevant experience, and compliance with federal requirements such as obtaining a Unique Entity Identifier and maintaining registration in SAM.gov. Cost sharing is not required. Applications must include standard federal forms, a detailed proposal narrative, monitoring and evaluation plans, and a comprehensive budget with justification. Applications must be submitted via email to the designated embassy grants address and include all required documentation in English and in U.S. dollars. The deadline for submission is May 29, 2026. The review process involves an initial eligibility screening followed by evaluation based on criteria such as program quality, organizational capacity, planning, budget justification, monitoring and evaluation, and sustainability. Applicants can expect notification of results within approximately 120 days after the deadline. Successful applicants will enter into a cooperative agreement and must comply with reporting requirements, including quarterly program and financial reports. Additional responsibilities include adhering to branding guidelines, maintaining compliance with federal regulations, and participating in monitoring and evaluation processes. The program is expected to begin within 45 days of award notification, with participants ultimately starting their studies in the United States in the 2027 academic year.
