Mental Health Aid to Agency

The Madison County Mental Health Board (MCMHB), established under the Illinois Community Mental Health Act, invites eligible organizations and individuals to apply for Mental Health Aid to Agency Funding. MCMHB's mission is to ensure that Madison County residents of all ages have access to a comprehensive, community-based continuum of care for mental illness, intellectual and/or developmental disabilities, and substance use disorders. The funding opportunity makes $1,820,000 available, with the final amount subject to appropriation. Funding requests may support programs aligned with three statutory service categories: Mental Health Services, Substance Use Disorder Services, and Intellectual or Developmental Disability Services. Funded programs must operate within MCMHB's Outcomes Measures Framework. Each program is required to select one outcome from Domains 1 through 7 for quarterly reporting during the contract period. These domains address increased knowledge or resiliency, abstinence or reduction in substance use, increased level of functioning, employment and education, housing stability, criminal justice involvement, and social connectedness. In addition, every program requesting funding must address Domain 8, Access/Capacity; Domain 9, Consumer Experience Survey; and Domain 10, Utilization of Evidence-based Programming. MCMHB funds are intended to supplement rather than supplant existing funding. Agencies must bill all eligible third-party payers before using MCMHB grant funds. Eligible applicants include 501(c)(3) not-for-profit organizations, for-profit organizations, governmental units, and individuals, including single-member LLCs. Agencies must demonstrate sound business practices and must have been in operation for at least two years. All services supported through the funding must be delivered to verified residents of Madison County. The notice does not state a required cost share or matching contribution. Applicants should consult the MHB Funding Guidelines for further eligibility and compliance requirements identified by the funder. Applications are submitted through the web-based Foundant Application portal. The application system became accessible beginning August 7, 2026, at 9:00 a.m., and applicants must register and log in to access the application forms. Pre-bid questions are due to Program Manager Kenlea Avello by August 14, 2026, at 12:00 PM through the MCMHB FY27 Application Questions process. A virtual and recorded Pre-Bid Meeting is scheduled for August 18, 2026, at 1:00 PM, with attendance strongly encouraged. Meeting transcripts, recordings, and updated questions and answers are scheduled to be posted on August 21, 2026, and the FAQ is expected to be updated weekly each Friday. The final application deadline is September 3, 2026, at 4:00 PM, and late submissions will not be accepted. Applications will be evaluated using the MCMHB FY27 Proposal Scoring Rubric. Scoring categories include Agency Information, Program Summary, Program Budget, Outcome Measures, and Overall Application. Up to 14 bonus points may be awarded to programs that provide accessible services, are the single or sole provider of a service in Madison County, offer services outside standard business hours, provide services 24 hours a day and seven days a week, or directly address one or more MCMHB Community Priority Statements. Allocation and contracting decisions are made in meetings open to the public and are based on statutory mandates and community priorities. MCMHB reserves the right not to select a provider, to issue a new notice for re-defined services, or to negotiate with selected providers for all or part of proposed components. Agencies are scheduled to be notified of funding recommendations on September 21, 2026, with applicable budget revisions due September 23, 2026. MCMHB approval of funding recommendations is scheduled for October 1, 2026, followed by final funding approval by the Madison County Board on November 18, 2026. Contracts are scheduled to be issued to selected agencies on November 20, 2026. The contract, deliverables, and fiscal cycle run from December 1, 2026, through November 30, 2027.
