There is no restriction on who may serve as the project director, provided they meet federal eligibility requirements. Applications must be submitted electronically through Grants.gov and must include a detailed project narrative, appendices, and a comprehensive budget package. The project narrative must demonstrate organizational capacity, technical expertise, and a clear plan for delivering training and technical assistance aligned with Title X requirements. Required appendices include a work plan, Title X assurances, a sample training and technical assistance plan, staffing documentation, and organizational materials. Applications are subject to strict formatting, page limits, and responsiveness criteria, and failure to comply may result in disqualification.
