Applicants must document and justify all matching contributions in their budget narratives. Additional requirements include maintaining a state advisory board with at least fifty percent representation from individuals with TBI, developing a statewide strategic plan within the first year, and ensuring participation in national collaboration efforts. Eligible applicants are limited to state governments, territorial governments, federally recognized tribal governments, and Native American organizations. Applications must be submitted electronically through Grants.gov and require active registrations with both SAM.gov and Grants.gov. Required application components include a project narrative, budget narrative, standard federal forms, and supporting documentation such as resumes and letters of commitment. The project narrative is limited to twenty pages and must clearly describe the problem, proposed approach, expected outcomes, and evaluation plan. Applications are due by August 13, 2026 at eleven fifty nine pm Eastern Time, with an optional notice of intent due July 20, 2026. An informational webinar is scheduled for July 16, 2026. Awards are expected to be issued by September 30, 2026, with the project period beginning on the same date and extending for three years.
