The Creative Communities Initiative is administered by Pennsylvania Creative Industries, the flagship brand of the Pennsylvania Council on the Arts, a state agency focused on strengthening the role of the creative sector in community and economic development. The purpose of the Creative Communities program is to provide multi-year funding for community-driven, arts-based projects that generate meaningful and measurable impact. These projects, often described as creative placemaking or placekeeping, are intended to integrate arts, culture, and design into community development processes. The initiative emphasizes transforming public spaces into vibrant, inclusive, and accessible environments that strengthen social cohesion, improve livability, and contribute to local economic vitality. Funded projects must demonstrate a clear connection between artistic activity and community outcomes. Program goals include strengthening communities through creative expression, supporting inclusive and accessible programming, and empowering historically disinvested communities. The program prioritizes grassroots leadership, community engagement, and collaborative partnerships. Projects are expected to contribute to long-term community revitalization and resilience while fostering sustainable growth. Additional goals include celebrating unique community identities, supporting local artists and creative businesses, and leveraging cultural assets to address local challenges. Funding is provided at up to 25000 dollars per year for a period of up to four years, allowing for sustained project implementation and impact. A required 1:1 match must be met, with up to 50 percent of the match allowed as in-kind contributions. Additionally, at least 10 percent of the total match must come from a local government entity. Funding cannot be used for certain restricted activities, including academic credit programs, completed projects, religious activities, non-public performances, out-of-state activities, cash prizes, fundraising events, lobbying, or competitions. Eligibility requirements specify that projects must be place-based and involve a partnership between at least two organizations. One organization must serve as the lead applicant, which must be either a nonprofit organization with 501(c)(3) or 501(c)(6) status or a unit of government. The lead applicant must be located within the Pennsylvania community where the project will occur. This requirement ensures that funded initiatives are locally grounded and responsive to community needs. The application process involves multiple stages. Interested applicants must first review the program guidelines and submit a Letter of Interest by the stated deadline. Selected projects may be invited for a community visit, after which only invited applicants may submit a full application. Final funding decisions are made through a panel review process, with ultimate approval by the governing council. The deadline for Letters of Interest is November 14, 2026 by 5:00 PM Eastern Time.
