Climate Leader Communities Decarbonization Technical Support Grant Program
This grant provides funding to certified Massachusetts municipalities for technical support to develop engineering designs and recommendations for projects that reduce fossil fuel use and enhance energy efficiency in line with their decarbonization goals.
The Climate Leader Communities Decarbonization Technical Support Grant Program supports certified Massachusetts Climate Leader Communities with funding for technical support that produces recommendations and engineering design documents for projects in their municipal decarbonization roadmaps. Supported work is intended to prepare municipalities for construction projects and future funding by developing detailed project costs, designs, materials, equipment, and timelines. Projects should reduce or eliminate onsite fossil fuel use, decrease energy consumption, and or lower energy costs, and may include technologies such as renewable thermal systems, photovoltaic systems, clean energy resilience, energy storage, and related strategies. Applications may cover single-site or bundled multi-site technical support for new or existing facilities identified in the municipality's approved roadmap. DOER accepts applications on a rolling basis through June 30, 2027 and evaluates them semi-annually, with awards made on a first-come basis until funds are exhausted or the program expires. Awards are made to municipalities, which must procure a DOER-approved consultant and are responsible for administering the study and providing the final study deliverable to DOER.

Up to $7,500,000 is available under this PON, with individual awards not to exceed $150,000. DOER may fund the full cost of the technical support or the incremental clean energy technology portion of a study. Applications are accepted on a rolling basis through June 30, 2027, evaluated semi-annually, and awarded on a first-come basis until funding is exhausted or the program expires.

Applicants may seek support for technical studies and design work for new or existing municipal facilities identified in the municipality's approved Climate Leader Communities municipal operations decarbonization roadmap. Eligible work includes technical assistance for decarbonization planning; Implementation guidance for local governments; Community engagement support in MA.
