Local Cultural Council Program

The Local Cultural Council Program is administered through Mass Cultural Council, the Massachusetts state agency that supports public funding for the arts, humanities, and sciences. Mass Cultural Council receives support from the Massachusetts Legislature and the National Endowment for the Arts and distributes public funds both through statewide competitive grants and through allocations to Local Cultural Councils. Reconsideration requests are submitted by email to communities@mass.gov with a copy to the Local Cultural Council. The Grant Decisions Report is due January 15, 2027, after which successful applicants receive approval notification and a detailed approval letter from the council. Councils use either reimbursement or direct-grant payment procedures and must publish their selected payment method before the grant cycle opens. Reimbursement grantees request payment after expending project funds, while direct-grant recipients may receive the grant in full and up front after submitting the required Grant Agreement Form. Direct-grant recipients must also submit a W-9 and provide a final report within two weeks after completing the funded program. Grant recipients generally have one year from their approval notification to request payment, submit the grant contract, or request an extension or modification. The program operates through a recurring annual grant cycle, with yearly allocations, annual reporting requirements, annual local criteria development, and a statewide October 15 application deadline.
