Applications are submitted through the Commonwealth’s electronic grants system and require multiple attachments such as financial statements, IRS filings, letters of support, and a local government resolution confirming match commitment. Applications are evaluated through a competitive review process that assesses the completeness and quality of foundational activities, strength of community engagement, and organizational capacity to manage the district. A review panel makes recommendations to the Council, which has final award authority.
