Additional requirements include demonstrating community engagement, providing documentation of support, and confirming the ability to maintain operations for at least five years after project completion. Applications must be submitted through the Submittable platform and must include several required components. These include a detailed project description, justification of community need, evidence of public support, organizational background, and project team structure. Applicants are also required to use standardized templates provided by the Office of Broadband Access and Expansion, including a Scope of Work, project schedule, and budget template. Projects involving tribal lands must include documentation of tribal consent. The application timeline is tightly structured. Program materials were released on June 17, 2026, with applications accepted through July 15, 2026. Proposal approvals occur on July 15, followed by agreement execution through July 31. Project implementation begins August 1 and must be substantially complete by December 31, 2026, which also marks the end of the funding period.
