Participating employers are responsible for paying the initial cost of training and may be reimbursed for up to 80 percent of eligible tuition expenses. The reimbursement is performance-based, with 50 percent provided upon successful completion of the training and an additional 30 percent awarded if the employee remains employed for at least six months after completion. The program establishes a maximum reimbursement of 12500 dollars per learner and a cap of 500000 dollars per employer. Eligible training can be delivered through a variety of providers, including CareerTech institutions, community colleges, online programs, or other approved partners, and does not necessarily require formal credential attainment as long as it delivers measurable value. Eligibility is limited to employers operating within the specified focus industries. Employers may be headquartered in Oklahoma or operate in multiple states, but only employees who reside in Oklahoma are eligible for funded training. Participation also requires entering into an agreement with Guild that governs data sharing, reimbursement processes, and compliance with Department of Labor guidelines. The application process begins with an expression of interest submitted through an intake form. Following submission, eligible employers are contacted by the program administrators to begin onboarding and validation of training plans. Training programs must be pre-approved prior to commencement to ensure alignment with federal guidelines. Employers are also required to submit documentation demonstrating training completion and employee retention to receive reimbursement. Additional program support may include assistance with training design, provider selection, and workforce strategy development. The program operates within a defined grant period from February 2026 through June 2029. During this time, employers must complete all training activities and reimbursement requests. The program is being implemented in phases, and employers may be prioritized based on readiness, projected workforce impact, alignment with industry needs, and timing of engagement. While no formal recurring cycle is stated, participation is ongoing during the grant period until funds are exhausted.
