COPS Anti-Methamphetamine Program
This program provides funding to state law enforcement agencies to enhance their ability to investigate and combat methamphetamine-related crimes through improved resources and collaboration.
The COPS Anti-Methamphetamine Program (CAMP) is administered by the U.S. Department of Justice through the Office of Community Oriented Policing Services (COPS Office). The COPS Office is responsible for advancing community policing nationwide and has historically awarded more than $21 billion to support law enforcement agencies across the United States. The CAMP program builds on this mission by targeting methamphetamine-related crime through enhanced investigative capacity at the state level. It is designed specifically to support jurisdictions experiencing high levels of methamphetamine production, trafficking, and precursor chemical seizures. The primary purpose of the CAMP program is to provide funding to state law enforcement agencies to locate and investigate illicit methamphetamine-related activities. These activities include precursor chemical diversion, clandestine laboratory operations, and trafficking networks. Funding is intended to increase investigative efficiency, expand participation in statewide task forces, and improve analytical capabilities. The program emphasizes community policing principles, which are framed interchangeably as “common sense policing,” and aims to strengthen collaboration across agencies and jurisdictions. CAMP funding may be used to support personnel, including law enforcement officers, civilian staff, and task force members, as well as training and equipment necessary to conduct investigations. However, there are explicit restrictions on allowable uses of funds. Grant funds cannot be used for clandestine drug laboratory cleanup, treatment programs, or prosecution-related activities. These restrictions ensure that funding remains focused on investigative and enforcement capacity rather than downstream or ancillary activities. Eligibility for the program is limited to state governments, specifically state law enforcement agencies that are authorized to conduct or oversee anti-methamphetamine investigations. Applicants must submit a budget request of at least $1,000,000 to meet basic minimum requirements. Additionally, applicants must comply with federal regulations, including 8 U.S.C. §1373 regarding information sharing related to immigration status. This eligibility framework ensures that funding is directed toward entities with the authority and capacity to implement statewide enforcement strategies. The application process is conducted in two steps. First, applicants must submit a Standard Form 424 (SF-424) through Grants.gov. After completing this step, applicants must finalize their full application in the JustGrants system, including all required narratives, survey questions, and supporting documentation such as budget details and disclosures. Applications are not considered complete until both steps are finalized. The process also requires registration in SAM.gov and assignment of authorized representatives who have legal authority to sign and accept the award. Applications are evaluated through a structured review process that begins with a Basic Minimum Requirements review and proceeds to a technical evaluation by subject matter experts. Scoring criteria include the identification of methamphetamine-related problems, current investigative activities, task force participation, partnerships, proposed strategies, seizure data, and budget effectiveness. Additional consideration may be given to applicants cooperating with federal law enforcement on immigration-related issues. Final award decisions are made by the Director of the COPS Office. The timeline for this funding opportunity includes a Grants.gov submission deadline of June 25, 2025, followed by a JustGrants submission deadline of July 2, 2025. Awards are anticipated to be announced on or after September 1, 2025, with a project start date of October 1, 2025. The period of performance is 36 months. While the program appears to be offered annually, applicants should monitor future cycles through the COPS Office website. For assistance, applicants may contact the COPS Office Response Center via email or phone, as well as Grants.gov and JustGrants support services for technical issues.
