Thrive Storefront Renovation Project Grant
This grant provides funding for commercial property owners in Tucson to improve the exterior of their storefronts, enhancing neighborhood aesthetics and boosting local businesses.
The Thrive Storefront Renovation Project is a façade improvement grant program administered by the City of Tucson Housing and Community Development Department. This initiative is part of the broader Thrive in the 05 transformation effort, a long-term community revitalization strategy supported by federal funding from the U.S. Department of Housing and Urban Development. The program is designed to address decades of disinvestment in a defined area north of downtown Tucson by encouraging private investment in commercial properties and enhancing the visual and economic vitality of key corridors. The primary purpose of the grant is to provide funding for exterior improvements to commercial storefronts that will attract customers, improve neighborhood aesthetics, and strengthen the local business environment. The program prioritizes highly visible commercial properties and aims to support both existing and legacy businesses by encouraging reinvestment in storefront infrastructure. By doing so, the initiative seeks to increase economic resilience, stimulate private capital investment, and align with broader economic development goals outlined in the Thrive in the 05 Transformation Plan. Funding for the program includes up to 500000 dollars in total direct construction funding, which will support up to three major storefront improvement projects. In addition, a separate historic preservation funding pool of up to 50000 dollars is available for properties located within the Miracle Mile National Register Historic District. Eligible historic projects may receive up to 10000 dollars each, with up to five awards available. Applicants may apply for either funding source independently or combine requests if eligible under both categories. Eligible activities are limited to exterior, publicly visible improvements that enhance the façade and functionality of commercial properties. These may include façade repair, restoration of historic architectural features, exterior painting, murals, window and door upgrades, signage improvements, lighting enhancements, accessibility upgrades affecting the exterior, and the installation of awnings or other architectural features. Interior improvements, routine maintenance, and major structural expansions are not eligible. All projects must comply with applicable codes and design standards and must complete required environmental reviews prior to construction. Applicants must be commercial property owners within the designated Thrive in the 05 geographic boundaries. Property owners are required to secure licensed contractors, obtain up to three competitive bids, and demonstrate the financial capacity to complete the project, including a minimum five percent matching contribution of total project costs. Grant funds are distributed on a reimbursement basis tied to project milestones or completion, and recipients must enter into a ten-year façade easement to ensure long-term maintenance of improvements. The application process requires submission of a detailed proposal including property information, project narrative, contractor bids, conceptual designs, construction timelines, and supporting financial documentation. Applications are evaluated based on criteria such as the ability to meet the required match, quality and feasibility of contractor bids, alignment with program goals, extent of façade improvements, and capacity to complete the project on time. Additional scoring considerations apply to projects seeking historic funding, including compliance with historic preservation standards. The application period opens on June 1, 2026 and closes on August 21, 2026, with a separate deadline of August 9, 2026 for historic preservation funding applications. A pre-proposal conference is scheduled to provide applicants with an opportunity to ask questions and receive feedback. Following submission, applications will undergo a review and scoring period, with negotiations and award announcements expected in late 2026. Construction activities are anticipated to begin in 2027 following environmental review and permitting approvals. For additional information, applicants may contact the program representative at the City of Tucson Housing and Community Development Department.
