Eligible applicants include a broad range of domestic entities authorized under the Ryan White HIV/AIDS Program, including state and local governments, nonprofit organizations, higher education institutions, and tribal organizations. Individuals are not eligible to apply. Applicants may form partnerships with other qualifying organizations to meet program requirements. The application process requires submission through Grants.gov and includes a detailed project narrative, budget justification, work plan, staffing plan, and supporting documentation such as organizational charts and partnership agreements. Applications are evaluated through a structured merit review process based on criteria including program need, response strategy, evaluation methods, organizational capacity, projected impact, and budget justification.
