The City of Pleasanton administers the Housing and Human Services Grant (HHSG) Program to support nonprofit and community-based organizations serving residents of Pleasanton and the greater Tri-Valley area. The program’s mission is to enhance the quality of life in Pleasanton through targeted funding for housing, community development, and human services projects. Funding for the HHSG program is sourced from a combination of federal Community Development Block Grant (CDBG) and HOME Investment Partnership funds, the City’s Lower Income Housing Fund, and the City’s General Fund for Human Services.
The HHSG program supports a range of eligible activities such as health care access for the uninsured, child abuse prevention, mental health and substance abuse counseling, domestic violence support, homeless shelters, fair housing services, and housing rehabilitation. Funding may also be used for capital improvement projects and operational costs, provided they directly relate to the delivery of services. At least 75% of all funded project participants must meet low-income thresholds as defined by HUD, and projects must comply with both federal and local regulatory standards. Projects must reflect City priorities, including housing preservation, increased access to affordable housing, and strengthening services for vulnerable populations.
To be eligible, applicants must be nonprofit organizations. Faith-based organizations may also apply if their proposed services are non-discriminatory and meet all eligibility guidelines. Applications are submitted exclusively through the ZoomGrants platform, with the FY 2025/26 application opening on November 25, 2024, and closing on January 17, 2025, at 4:00 p.m. Late applications are not accepted. A virtual workshop will be held on December 4, 2024, to assist applicants with the process.
Following submission, all applicants must attend a mandatory Human Services Commission meeting on February 11, 2025, to present their project and answer questions. Applications are evaluated using a detailed scoring rubric that includes need, organizational capacity, financial justification, alignment with city and federal policies, and service accessibility. Projects serving low-income or underserved residents are prioritized.
The City Council will review the funding recommendations and finalize awards during a public hearing on April 15, 2025. Funded projects begin on July 1, 2025, and must conclude by June 30, 2026. Invoices are accepted on a reimbursement basis, and awardees must submit semi-annual performance and labor standards reports through ZoomGrants. Compliance with environmental and insurance requirements is mandatory before funds are disbursed.
This program follows an annual funding cycle and applicants can expect the next opportunity to apply in November 2025, pending annual budget allocations and ongoing alignment with federal funding requirements.
