State Crisis Intervention Response

The State Crisis Intervention Program (SCIP) Grant, administered by the North Carolina Governor’s Crime Commission (GCC), is a federally funded initiative designed to support crisis intervention strategies across North Carolina. The GCC operates under the North Carolina Department of Public Safety and acts as the state's designated administrator for federal justice funding, including funds from the U.S. Department of Justice's Bureau of Justice Assistance. SCIP was authorized by the Bipartisan Safer Communities Act of 2022 and represents a vital funding mechanism for local and state-level entities addressing urgent behavioral and mental health crises, community safety, and firearm-related risk prevention. SCIP provides funding to implement court proceedings and related programs aimed at crisis intervention, including extreme risk protection orders, mental health and drug courts, veterans’ treatment courts, and other initiatives that work to prevent gun violence and support at-risk individuals. The program is structured around four primary project types: Court-Based Crisis Intervention, Community-Based Services for People in Crisis, Law Enforcement Crisis Intervention Programs, and Domestic Violence Intervention Programs. Each of these categories targets different intervention points in the justice and behavioral health systems and supports the integration of social services, law enforcement, and the judiciary in addressing crises. Eligible applicants for the SCIP grant include local government units (town, city, or county), state agencies (excluding the North Carolina Administrative Office of the Courts), and nonprofit organizations with documented support from local governmental units. Nonprofit applicants must submit a letter of support from a town or county manager demonstrating that the project benefits the local jurisdiction and aligns with public interests. The program places a strong emphasis on local projects and prioritizes applications that serve economically distressed communities, with preferences given to nonprofits serving jurisdictions designated to receive less than $10,000 under the Bureau of Justice Assistance’s formula. Funding caps vary by priority area, with up to $250,000 per year for most program types and up to two years of support available. Importantly, there is no matching funds requirement for SCIP, which distinguishes it from other funding sources that require cost sharing. All applications must include a detailed budget, project narrative, goals and objectives, and specific documentation depending on the applicant’s organizational type. Awards are reimbursement-based, requiring applicants to maintain operational funds to cover at least 60 days of expenses. Grantees are required to submit monthly cost reports with supporting documentation and comply with federal and state reporting guidelines, including quarterly and annual performance reports. Applications are submitted through the Enterprise Business Services (EBS) grants management platform and require users to establish a valid NCID and complete all certification forms and attachments at the time of submission. Key certifications include non-supplanting declarations, civil rights compliance, and indirect cost documentation. Project-specific documents such as Memorandums of Understanding, contracts, and equipment leases must also be provided. The application window for the current cycle opens December 1, 2025, and closes January 31, 2026, with a performance period beginning October 1, 2026. Final decisions are subject to both state and federal review and approval, which may affect project start dates. Throughout the life of the grant, ongoing monitoring activities including desk reviews, site visits, and compliance assessments will be conducted. Nonprofit grantees must also report to the NC State Auditor’s Office. All projects must comply with 2 CFR §200 Uniform Guidance, DOJ financial guidelines, and program-specific statutory requirements. The SCIP Advisory Board is responsible for reviewing and scoring applications and makes funding recommendations to the full Commission and the Governor. The program's primary goal is to support evidence-based, multidisciplinary responses to public safety crises and to enhance local capacity to respond effectively to community needs.
