Additionally, at least 85 percent of purchased materials must ultimately be added to a library’s collection, reinforcing the program’s dual benefit of immediate access and long-term resource development. While all eligible libraries are encouraged to apply, funding priority is given to libraries serving rural communities, those with high poverty levels based on the California Poverty Measure, and those with lower Library Income Per Capita levels. Libraries that do not receive funding are still encouraged to participate in the broader Zip Books network and can access shared resources and professional collaboration opportunities. The application process requires submission through an online portal, accompanied by a certification and signature form. Applicants are strongly encouraged to review program history and frequently asked questions prior to submission and may attend an informational session to better understand program requirements. The application window opens on April 22, 2026, and closes on May 20, 2026 at 12:00 noon. Applications are reviewed during May and June, with award notifications issued in July. The grant performance period runs from July 1, 2026 through August 31, 2027. Evaluation of applications is based on alignment with program priorities, capacity to implement the service model, and demonstrated need within the community served. Awardees must comply with reporting requirements, including submission of data on expenditures, program outputs such as number of patrons served and books circulated, and qualitative outcomes such as success stories and lessons learned. Libraries are also required to participate in community of practice sessions and maintain appropriate records for auditing purposes.
