Zip Books Grant

The Zip Books Grant is administered by the California State Library, a state-level agency established to support public libraries, preserve California’s historical and governmental records, and expand equitable access to information resources. The program is part of the State Library’s broader mission to enhance library services and ensure that communities across California, particularly underserved populations, have access to educational and informational materials. This initiative is funded through the State of California and reflects a commitment to improving resource accessibility through innovative service delivery models. The primary purpose of the Zip Books program is to provide library patrons with rapid access to books that are not currently available within their local library systems. Instead of waiting for interlibrary loans or collection development cycles, patrons can request specific materials, which are then purchased by the library from approved vendors and shipped directly to the patron’s home. After use, the materials are returned to the library and incorporated into its permanent collection. This model enhances user satisfaction while also strengthening library collections in a demand-driven manner. Funding through this grant supports the purchase of tangible-format books only. Libraries may request up to 35000 dollars to cover these acquisitions. While there is no formal cost-sharing or matching requirement, participating libraries are expected to dedicate staff time and administrative capacity to operate the program effectively. Allowable costs are limited to book purchases, and libraries must ensure that funds are fully expended within the grant period. Additionally, at least 85 percent of purchased materials must ultimately be added to a library’s collection, reinforcing the program’s dual benefit of immediate access and long-term resource development. Eligibility for the program is limited to California public libraries, making this a statewide initiative with a specific institutional focus. While all eligible libraries are encouraged to apply, funding priority is given to libraries serving rural communities, those with high poverty levels based on the California Poverty Measure, and those with lower Library Income Per Capita levels. Libraries that do not receive funding are still encouraged to participate in the broader Zip Books network and can access shared resources and professional collaboration opportunities. The application process requires submission through an online portal, accompanied by a certification and signature form. Applicants are strongly encouraged to review program history and frequently asked questions prior to submission and may attend an informational session to better understand program requirements. The application window opens on April 22, 2026, and closes on May 20, 2026 at 12:00 noon. Applications are reviewed during May and June, with award notifications issued in July. The grant performance period runs from July 1, 2026 through August 31, 2027. Evaluation of applications is based on alignment with program priorities, capacity to implement the service model, and demonstrated need within the community served. Awardees must comply with reporting requirements, including submission of data on expenditures, program outputs such as number of patrons served and books circulated, and qualitative outcomes such as success stories and lessons learned. Libraries are also required to participate in community of practice sessions and maintain appropriate records for auditing purposes.
