Grant Description

The Local Efficiency Achievement Program Challenge Grant is administered by the New Jersey Department of Community Affairs through its Division of Local Government Services. The program is part of a broader statewide initiative to improve the efficiency, effectiveness, and fiscal responsibility of local government operations. The program builds on New Jersey’s Shared Services initiative, which was launched to encourage municipalities and other local government entities to collaborate in delivering services more efficiently while reducing costs and property tax burdens. The Challenge Grant component specifically focuses on incentivizing innovative, collaborative projects that demonstrate meaningful improvements in service delivery. The primary purpose of the Challenge Grant is to support the study, development, and advancement of shared service initiatives among local government entities. These projects must be undertaken in accordance with the Uniform Shared Services and Consolidation Act and are intended to produce measurable efficiencies, improve operational effectiveness, and generate cost savings. The program encourages partnerships that go beyond traditional arrangements by promoting scalable and replicable solutions that can serve as models for other jurisdictions. Funding is awarded competitively based on the strength of proposals and their potential impact. Funding is structured at the county level, with a designated pool available within each of New Jersey’s counties. The program provides reimbursement for qualifying expenses associated with investigating or developing shared service initiatives. Eligible uses of funds include feasibility studies, planning efforts, information technology and cybersecurity planning, and activities that support community engagement and consensus building. However, the program does not fund ongoing operational costs such as salaries, general administrative expenses, or routine overhead. All expenditures must be clearly justified and aligned with the program’s objectives. Eligible applicants include a broad range of New Jersey local government entities such as counties, municipalities, school districts, authorities, and fire districts. Applications must involve at least two participating entities and require a formal commitment from each participant through certified governing body resolutions. A designated lead agency is responsible for submitting the application, managing funds, and ensuring compliance with reporting and financial requirements. Certain restrictions apply, including limitations on the role of nonprofit emergency service organizations, which may participate but cannot serve as the lead agency. The application process requires submission through the state’s System for Administering Grants Electronically. Applicants must provide a comprehensive project narrative, a detailed work plan, a description of the intended use of funds, and documentation demonstrating commitment from all participating entities. Proposals are evaluated based on criteria including innovation, scalability, financial and administrative benefits, feasibility, and level of participant support. The review process culminates in a ranked selection of projects, with award notifications expected around mid-June of the funding year. The program operates on a rolling application basis, with a firm deadline for eligibility within the fiscal year. Applications must be submitted by April 15, and funding decisions are made prior to the end of the fiscal cycle. Grant funds are reimbursement-based and must be encumbered before the close of the fiscal year on June 30. Awardees are required to comply with reporting obligations, including periodic progress updates and final documentation of project outcomes. The program may be offered in future years subject to state appropriations, making it a recurring opportunity for eligible entities.
