Grant recipients may allocate a limited portion of funds, up to five percent, toward design-related expenses. Projects must be publicly accessible and cannot impose restrictions on hours of use, with limited exceptions such as dusk-to-dawn closures in parks. A cross-sectional design illustrating the separation between the bikeway and motor vehicle traffic is a mandatory component. Applications are evaluated based on completeness, alignment with program goals, and supporting evidence provided. Project evaluation is conducted by a selection committee composed of NJDOT staff, with input from specialized transportation units. Key evaluation criteria include the creation of new bikeway mileage, safety through physical separation from traffic, connectivity to existing bicycle networks, and improved access to public facilities. Additional consideration is given to projects that align with complete streets policies, utilize proven safety countermeasures, and support equity-focused outcomes. Selected projects are recommended for approval and final decisions are made by the Commissioner of Transportation. The application cycle typically opens between April and July, with a required resolution submission deadline by July 31. Grant announcements are made no later than November 30, and awarded projects are expected to be contracted within 24 months of notification. The program operates on a recurring annual cycle, providing consistent funding opportunities for local governments to advance bicycle infrastructure initiatives across the state.
