QCCF Nonprofit Capacity Building Grants
This program provides funding to nonprofit organizations in Rock Island and Scott Counties to strengthen their internal systems and capabilities, enabling them to better serve their communities.
The Nonprofit Capacity Building Grants program is administered by the Quad Cities Community Foundation, a regional philanthropic organization dedicated to strengthening communities through strategic grantmaking and donor engagement. The foundation operates across the Quad Cities region, focusing on enhancing the effectiveness and sustainability of nonprofit organizations that serve residents in Rock Island and Scott Counties. This specific grant program reflects the foundation’s broader mission to invest in long-term organizational health, recognizing that strong internal systems and leadership are essential for delivering meaningful community impact. The primary purpose of the Nonprofit Capacity Building Grants program is to support projects that improve an organization’s internal capabilities, enabling it to better fulfill its mission both now and in the future. The program emphasizes “capacity building,” defined as targeted efforts to enhance systems, structures, skills, and resources within an organization. Eligible projects may address a wide range of capacity areas, including fundraising, governance, leadership development, strategic planning, communications, data management, equity initiatives, evaluation practices, and financial management. By funding these areas, the program aims to ensure nonprofits are resilient, adaptable, and effective over time. Funding is structured to support discrete, time-bound projects rather than ongoing operational costs. Grants may be awarded up to 20000 per application, with a total program funding pool of 300000. Funds can be distributed in a single year or across multiple years, typically up to three years, depending on project scope. Allowable expenses include board and staff training, strategic and succession planning, technology or software improvements, consulting services, and critical equipment tied directly to capacity building. However, the program explicitly excludes funding for capital projects, vehicles, furniture, general operating expenses, consumable supplies, and costs related to obtaining nonprofit status. Funding must be used for future expenses and cannot support completed projects. Eligibility is limited to nonprofit organizations that either operate within or serve residents of Rock Island and/or Scott Counties. Eligible applicants include organizations with 501(c)(3) status or other nonprofit entities that can demonstrate charitable community benefit. Organizations without 501(c)(3) status may still apply if they have a fiscal sponsor or agree to provide financial reporting on fund usage. Individuals and for-profit businesses are not eligible. Additionally, organizations may only receive this grant once every three calendar years and must comply with the foundation’s Diversity and Non-Discrimination Policy. The application process follows a two-stage structure. First, applicants must submit a pre-application outlining basic organizational information and the proposed capacity-building project. These submissions are reviewed for eligibility and alignment with program goals, and a select group of approximately 15 to 20 organizations is invited to submit a full application. The full application is then evaluated by a committee using criteria such as organizational mission alignment, equity considerations, project impact, readiness, feasibility, and community engagement. The foundation provides support throughout the process, including answering questions and reviewing draft applications. The program operates on a recurring biannual cycle with both spring and fall opportunities. For the spring cycle, applications open March 1, with a pre-application deadline of April 1, invitations issued April 15, full applications due June 1, and funding decisions announced by June 30. The fall cycle includes a pre-application deadline of September 1, invitations on September 15, full applications due November 1, and notifications by November 30. Optional information sessions are offered prior to each cycle to guide applicants. Successful applicants are required to submit final reports upon project completion or by the next application cycle deadline, with interim reporting required for multi-year awards.
