Grant Description

The funding opportunity titled Sustaining life-saving HIV services in Ukraine by strengthening resilient health systems under the Ukraine Ministry of Health, Public Health Center is offered by the Centers for Disease Control and Prevention within the U.S. Department of Health and Human Services, specifically through the Global Health Center’s Division of Global HIV and Tuberculosis. This initiative is part of the U.S. government’s broader global health strategy to reduce HIV and tuberculosis incidence and mortality by strengthening public health systems and delivering targeted, data-driven interventions. The program is aligned with international efforts such as PEPFAR and focuses on sustaining essential HIV services in Ukraine amid ongoing instability caused by conflict. The primary purpose of this cooperative agreement is to support Ukraine’s Ministry of Health and Public Health Center in maintaining and expanding access to life-saving HIV prevention, testing, and treatment services. The program prioritizes populations at higher risk for HIV, including individuals in conflict-affected areas, displaced populations, and those with limited access to healthcare infrastructure. Activities funded under this opportunity include community-based HIV testing, mobile service delivery, improved linkage to care, adherence support, and integration of HIV services with treatment for comorbidities such as tuberculosis. The initiative also emphasizes strengthening data systems, improving service quality, and implementing differentiated service delivery models to ensure sustainability. Funding is structured as a cooperative agreement with an expected total of 10,000,000 dollars available for the first year and a single anticipated award. The period of performance spans five years, divided into five 12-month budget periods, contingent upon availability of funds and satisfactory progress. The funding utilizes a component-based approach, allowing phased activation of program activities and alignment with quarterly targets. Recipients must structure their applications around predefined components and demonstrate capacity to deliver measurable results. Continued funding beyond the first year is dependent on performance milestones, reporting, and alignment with federal priorities. Eligibility for this opportunity is broad and unrestricted, allowing applications from a wide range of entities including government agencies, nonprofit organizations, academic institutions, private companies, and foreign organizations. However, all funded activities must be implemented within Ukraine. There is no cost-sharing or matching requirement. Applicants must comply with responsiveness criteria, including adherence to funding limits, submission requirements, and alignment with program scope. Applications proposing research activities or exceeding budget thresholds will not be considered. The application process requires submission through Grants.gov by the deadline of July 20, 2026 at 11:59 p.m. Eastern Time. Applicants must maintain active registrations in SAM.gov and Grants.gov prior to submission. Required application components include a project abstract, project narrative, budget narrative, and supporting attachments such as organizational capacity documentation and experience statements. The project narrative must address background, approach, outcomes, coordination, evaluation plans, data management, and work plans. Applications are evaluated based on approach, organizational capacity, and data monitoring and evaluation strategies. The review process includes an initial responsiveness screening followed by a merit-based evaluation scored across three criteria: approach, organizational capacity, and monitoring and evaluation. Additional consideration is given to alignment with CDC priorities and eligibility for a local organization funding preference, which can add additional points to the application score. Final award decisions consider technical merit, risk assessment, and strategic priorities. Applicants will be notified of their status by the end of August 2026, with an expected project start date of September 30, 2026. Program implementation requires coordination with Ukrainian government entities, local organizations, and international partners. Recipients must adhere to strict reporting, monitoring, and evaluation requirements, including dedicating a portion of funds to these activities. The program emphasizes sustainability, country ownership, and strengthening national health systems to ensure long-term impact. This funding opportunity is part of an ongoing effort to maintain HIV epidemic control and improve health outcomes in Ukraine during a period of significant disruption.
