The NJHOMES Launchpad Predevelopment Fund is administered by the New Jersey Department of Community Affairs to support early-stage development activities for affordable housing projects. The program is specifically designed to assist municipalities participating in the NJHOMES Launchpad initiative that have formed partnerships with qualified nonprofit housing developers. Its primary objective is to ensure that affordable housing projects targeting low and moderate income households can move forward by addressing financial barriers during the predevelopment phase. The fund operates as a loan-based program that provides targeted financial assistance to evaluate feasibility, secure site control, and prepare projects for construction financing. The program offers two distinct types of financial assistance: Site Control Loans and Seed Money Loans. Site Control Loans are intended to cover costs associated with determining feasibility and securing control of a development site prior to acquisition. Seed Money Loans, on the other hand, support pre-construction expenses after site control has been established. Both loan types are limited to projects that will result in 100 percent affordable housing developments not exceeding twenty five units. These loans are structured to advance project readiness and position developments for additional funding from federal, state, or local affordable housing programs. Allowable uses of funds include a range of predevelopment costs such as feasibility studies, consulting services, architectural and engineering work, legal fees, planning and zoning approvals, and costs associated with securing financing commitments. Funds may also be used for site control expenses, title clearance, and preliminary financial applications. However, the program explicitly prohibits the use of funds for construction hard costs, developer fees, tax credit application costs, or general operating expenses. Activities must be directly tied to the creation or preservation of affordable housing and must represent reasonable and customary predevelopment expenditures. Eligibility is limited to nonprofit affordable housing developers that are working in partnership with designated NJHOMES Launchpad municipalities. These organizations must demonstrate capacity, financial feasibility of the proposed project, and evidence of site control for certain loan types. Additional requirements include demonstrating market need, securing preliminary financing commitments, and maintaining a qualified development team. Projects must also meet strict criteria regarding size, location, and type of housing, with numerous ineligible project categories including public housing, transitional housing, and developments exceeding the unit cap. Applications are accepted on a rolling basis and are reviewed on a first come, first served basis through the SAGE system. Applicants are required to submit detailed project descriptions, identify all funding sources and uses, and provide supporting documentation demonstrating feasibility and readiness. The Department of Community Affairs provides guidance materials and technical assistance to support applicants throughout the submission process. Quarterly reporting is required after award, and progress must be documented until the loan is repaid or otherwise resolved. The funding structure includes maximum loan amounts of seventy five thousand dollars per loan type or one hundred fifty thousand dollars combined per project. Loans carry a zero percent interest rate, with a twelve month expenditure period and a thirty six month repayment term. Repayment is expected from construction financing or project income, although loans may be partially or fully forgiven if project impediments arise beyond the developer’s control. The overall grant period runs from January 1, 2026 through December 31, 2027, with project completion timelines extending up to three years from the date of award.
