TSET Healthy Incentive Grant

The TSET Healthy Incentive Grant for Communities, administered by the Oklahoma Tobacco Settlement Endowment Trust (TSET), aims to improve the health and quality of life for Oklahomans by incentivizing cities, towns, and municipalities to adopt and implement evidence-based strategies related to tobacco-free environments, nutrition, and physical activity. TSET, a constitutionally established state trust, dedicates its resources to advancing public health in Oklahoma. This grant program, designed with updated enhancements for fiscal year 2026, reflects TSET’s ongoing investment in community wellness and the strategic alignment of its incentive-based programs. Eligible applicants are incorporated cities, towns, and municipalities within Oklahoma that do not accept tobacco industry funding and are in good standing with the Oklahoma Secretary of State. Applicants must provide signed documentation confirming non-acceptance of tobacco-related funds. To qualify, communities must submit a comprehensive application that includes policy documentation, community health assessments, and strategic plans. The grant emphasizes community-driven health improvements and requires that projects be accessible to the public, address wellness and tobacco-free initiatives, and support environments conducive to healthy living. Applicants may receive up to $100,000 depending on population size, with smaller communities (population ≤4,299) eligible for up to $60,000. Only one project per application is allowed, and previous recipients may reapply as long as their prior grant has been closed out satisfactorily. However, communities may only receive funding once every three fiscal years. Projects must occur within Oklahoma and on property owned by the applicant. All grant funds must be spent, and projects completed, within one year of award. Grant funds can be used for infrastructure and services such as trails, playground equipment, lighting for parks, and farmers’ market venues. They cannot be used for food or beverage purchases, staff stipends, or lobbying efforts. Proposals must include a project plan with milestones and cost estimates supported by recent bids. Applications that fail to include required documentation or that propose ineligible projects or expenditures will be disqualified. Applications are submitted through the TSET Salesforce-based Funding Portal during two open periods each fiscal year. For FY26, the first cycle runs from October 24 to November 21, 2025, and the second from March 2 to March 30, 2026. Applications are reviewed internally by TSET staff and final award decisions are made by the TSET Board of Directors. Notifications are sent within two business days of board decisions, and awards are disbursed upon submission of required contract documents. Grantees must acknowledge TSET’s support publicly and comply with grant monitoring, evaluation, and reporting requirements. TSET reserves the right to adjust awards and usage based on appropriateness and alignment with health objectives.
