Grant Description

The Oklahoma Department of Environmental Quality (DEQ) administers the Solid Waste Management Equipment Grant program to support the improvement of waste handling and environmental protection systems across Oklahoma. Authorized under the Oklahoma Environmental Quality Code, DEQ is responsible for regulating and reducing pollution associated with solid waste. Through this program, DEQ provides targeted funding to eligible entities to acquire equipment that enhances waste management capacity, reduces environmental harm, and promotes sustainable practices at the local and regional level. The Equipment Grant program is specifically designed to fund the purchase of tangible, non-expendable equipment used in solid waste management operations. Eligible equipment must have a useful life of more than one year and cost between 5000 and 50000 dollars per unit. Examples include recycling balers, trailers, composting equipment, household hazardous waste facility equipment, and brush chippers. These investments are intended to improve waste diversion, recycling efficiency, and environmental outcomes. Applicants must also include detailed storage and maintenance plans for the equipment to ensure long-term usability and compliance. Funding is provided strictly on a reimbursement basis, meaning grantees must first incur eligible expenses and then submit documentation for repayment. DEQ will reimburse up to 80 percent of equipment costs within the eligible price range. Certain items are explicitly excluded from reimbursement, including vehicles, tractors, ATVs, buildings, laptops, drones, and most lawn maintenance equipment. Additionally, equipment purchased with grant funds cannot be sold or used as collateral within three years of purchase without DEQ approval, ensuring that funded assets remain dedicated to their intended environmental purpose. Eligibility for the Equipment Grant includes a wide range of Oklahoma-based entities. These include municipal and county governments, tribal organizations, political subdivisions, public higher education institutions, and regional planning districts. Nonprofit organizations may also qualify if they can demonstrate that they provide a unique or sole-source service relevant to the project. This structure ensures that funding supports entities with direct responsibility or capacity for managing solid waste systems within the state. The application process requires submission of a detailed proposal during the designated funding window. For the fiscal year 2027 cycle, applications were accepted from November 1, 2025 through February 28, 2026. Applicants must provide a comprehensive scope of work, detailed budget, and responses to structured questions covering equipment use, environmental benefits, community impact, partnerships, and performance metrics. Applications are evaluated based on criteria such as environmental improvement, feasibility, sustainability, collaboration, and overall proposal quality. Once selected, applicants must enter into a formal agreement with DEQ and receive a fully executed purchase order before beginning any project activities. Expenses incurred prior to this approval are not reimbursable. Grantees are required to submit monthly invoices, photos, and performance metrics demonstrating progress and return on investment. DEQ processes reimbursements within approximately 45 days. All awarded funds must be spent within the fiscal year, agreements expire on June 30, 2027, and final invoices must be submitted by August 31, 2027. The program operates on an annual cycle, making it a recurring funding opportunity for eligible applicants.
